अधिकारियों के बीच इस बात को लेकर भी भ्रम था कि प्रतिबंधित प्रवेश के कारण परिसर और अदालत कक्ष के अंदर किसे अनुमति दी जानी चाहिए। केवल वकीलों और वादियों को, जिनके मामलों को दिन के लिए सूचीबद्ध किया गया था, को अदालत में प्रवेश करने की अनुमति दी गई थी।
शीर्ष अदालत की कुल 15 खंडपीठों में से केवल छह ही बैठी होंगी और प्रत्येक में से केवल 12 मामलों को आज ही उठाया जाएगा।
