Reservation has been a burning issue in our country. The provision of the reservation made for socio-economic and political progress has at present only become a means of fulfilling political interests. There is a general belief that the present system of reservation in the country has strengthened the shackles of the caste system and a new kind of problem has now arisen in the social and economic gap for which the reservation system was implemented.
The benefits of reservation are mostly taken by the rich people of that class, due to which the inter-caste discrimination also deepens. The reservation system was started for the socio-economic upliftment of the neglected lower castes and to connect them with the mainstream of society. But after almost 75 years of independence, the goal of equality should have been achieved, on the contrary, the demand for reservation is being fiercely raised by the people of other general communities. It cannot be denied that the provisions of the reservation have been a major character in the success stories of Indian democracy, but at the same time, they have also given rise to many problems. If reservation policy is the bedrock of social justice, then India stands at a juncture where it can be ensured only by creating large-scale jobs and not by promoting caste-based reservation. Today, while deciding the reservation, it is also necessary to keep in mind whether the state governments which provide reservations for different communities are following the federal structure or destroying it.
It is feared that due to reservations over the predetermined limit, merit will be ignored, which will affect the efficiency of the entire administration. The basic spirit of reservation: After independence, the provision of reservation was brought in true spirit. Had it been implemented in the same spirit, the target of reservation would have been achieved within a decade or two of independence. Regrettably, our leaders used reservation as a crutch of politics.
The result is that the basic form and spirit of the reservation have been lost in the maelstrom of politics. The process of reservation is not ending. At present, forgetting the basic spirit of reservation, political fanatics have limited it to mere government jobs instead of representation. The demand for OBC reservation by the Patel-Patidar community of Gujarat, the Gujjar community of Rajasthan, and the Jat community of western Uttar Pradesh and Haryana should be seen in this light. The time has come to stop the tendency of the Indian political class to continuously expand the ambit of reservation for electoral gains. It is also being realized that reservation is not a panacea for socio-economic problems. Only the glucose of reservation to remain in power is visible.
More than seven decades have passed since the system of reservation was implemented, so its review is necessary. From this, it will be known who needs a reservation now and who does not. The person who got the benefit of the reservation system was not excluded from the reservation system. As a result, the benefits of reservation did not reach the last mile of the reserved castes. If the purpose of reservation is to be fulfilled, then there is a need to implement a new system by identifying the forward castes in the OBC category and excluding them from the purview of reservation. Now the time has come to ask the policymakers that there should be all kinds of reservations, but when? After all, there must be a time limit.
If the reservation is not reviewed properly in the coming times, then this problem can take a very formidable form. That's why the reservation should be reviewed in time and if necessary, the time limit for a reservation should be fixed and considered based on it, so that the future generation does not have to suffer the punishment for the mistakes of the past. It is said again and again that until the inequality in society and the exploited class does not get proper representation in education and government services, the system of the reservation will be maintained. There is no merit in this argument. Since the reservation was not provided for Sardar, it was implemented for a decade. Surprisingly, even today the general public is far away from the right to equality.
There is also a suggestion that the benefit of the reservation should be limited to the opportunities of getting an education, its benefit should not be given in any competitive examination. We have to move slowly to end all kinds of reservations. At present, wherever reservation is applicable, first the principle of the creamy layer should be implemented in those places, then the abolition of the reservation should be considered in the next episode. Instead of this, the education of economically weak children can be done free of cost. No matter which caste the child belongs to. This system can be changed in such a way that in place of reservation, arrangements should be made to provide free education to the children of those whose annual household income is less than five lakh rupees, from school to college education.
