After the Delhi MCD, the BJP on Thursday tried to corner the Aam Aadmi Party (AAP) in the espionage case. BJP workers created a ruckus outside the AAP office for the second day today in the matter of spying on leaders and officers. Earlier on Wednesday also, BJP workers protested against AAP in this matter.
Party workers demanded the resignation of CM Arvind Kejriwal and Deputy CM Manish Sisodia. The police have detained several protesters. At the same time, due to the uproar, Delhi CM Arvind Kejriwal has canceled today's program to be held at the AAP headquarters.
Allegations of espionage of leaders and officers from Feedback Unit
The Ministry of Home Affairs on Wednesday approved a CBI inquiry against Delhi Deputy CM Manish Sisodia on allegations of spying through the Feedback Unit of the Kejriwal government.
The BJP had accused Sisodia of spying on central government ministries, opposition parties, various organizations, and people through the 'Feedback Unit' of the Delhi government. The unit was formed after the Aam Aadmi Party (AAP) formed the government in Delhi in 2015. Being the minister of the Vigilance Department, these allegations have been leveled against Sisodia.
CBI seeks permission from LG to investigate
Delhi's Lieutenant Governor (LG) VK Saxena has recommended the Central Government get the matter investigated by the CBI. After this, the CBI sought permission from the Central Government to register the case. In a letter issued by the Ministry of Home Affairs dated February 17, permission has been given to take action against Sisodia.
BJP's allegation- AAP is secretly listening
BJP MP Manoj Tiwari targeted the Kejriwal government in this matter. He had said – Delhi's Feedback Unit is spying. AAP is secretly listening. AAP leaders are not working for Delhi, rather they use the taxpayers' money in Delhi to get spying done illegally. The BJP had also taken out a protest march from ITO to the Secretariat on Wednesday.
AAP said – the allegations are completely false
At the same time, the Aam Aadmi Party has called the BJP's allegations a bundle of lies on this matter. Deputy CM Manish Sisodia tweeted and said – implicating your rivals in a false case is a sign of a weak and cowardly person. As the Aam Aadmi Party grows, many more cases will be filed against us.
The feedback unit under CBI's preliminary investigation understands the whole matter in 4 points...
Feedback Unit formed by Kejriwal government in 2015: Arvind Kejriwal formed a Feedback Unit (FBU) after securing a majority in the 2015 assembly elections. Its work was to monitor the departments, institutions, and independent institutions and give effective feedback on the working here so that necessary reforms can be taken on this basis.
FBU engaged in gathering political intelligence: Preliminary investigation by CBI has revealed that apart from the work given to FBU, it was also engaged in gathering intelligence political information. She started gathering information on the political activities of a person, institutions associated with him, and issues of political benefit to AAP.
700 cases investigated by FBU: 60% of these are political According to CBI, it is not yet clear whether FBU is still active or not. Of the 700 cases FBU has investigated so far, 60% are political or have nothing to do with surveillance.
Investigation of Vigilance Officer's complaint: Report submitted on January 12 In 2016, the CBI started the investigation on the complaint of an officer working in the Vigilance Department. On January 12, 2023, the CBI filed a report in the Vigilance Department. The agency has demanded Lieutenant Governor VK Saxena register a case against Delhi Deputy CM Manish Sisodia. The CBI has sought permission to register a case against Sukesh Kumar Jain, who was Vigilance Director in 2016, and several others. According to sources, LG Saxena has now sent the matter to the President.
Why permission had to be taken from the Ministry of Home Affairs for the CBI investigation?
Senior advocate and legal expert Virag Gupta said that since Delhi is a union territory, the elected government of the state comes under the lieutenant governor and the central government. The CBI has also been constituted under the rules of the Delhi Police. In such a situation, permission to investigate any minister or officer of Delhi has to be taken from the Lieutenant Governor and the Central Government. Delhi Police works under the Ministry of Home Affairs. This is the reason why the CBI had to seek permission from the Ministry of Home Affairs through the Lieutenant Governor.
