नई दिल्ली: प्रधान मंत्री नरेंद्र मोदी और सभी केंद्रीय मंत्रियों के साथ-साथ 750 से अधिक संसद सदस्यों (सांसदों) को एक वर्ष के लिए 30 प्रतिशत वेतन में कटौती होगी और इस राशि का उपयोग देश में COVID-19 महामारी से लड़ने के लिए किया जाएगा, केंद्रीय मंत्री प्रकाश जावड़ेकर ने सोमवार को इसकी घोषणा की।
मंत्री, उपाध्यक्ष, राज्यों के राज्यपालों ने भी स्वेच्छा से सामाजिक जिम्मेदारी के रूप में वेतन कटौती का फैसला किया है, मंत्री ने कहा।
केंद्रीय मंत्रिमंडल ने सोमवार को संसद के अधिनियम, 1954 के सदस्यों के वेतन, भत्ते और पेंशन में संशोधन के अध्यादेश को अपनी मंजूरी दे दी, 1 अप्रैल, 2020 से भत्ते और पेंशन को 30 प्रतिशत घटाकर एक वर्ष कर दिया, उन्होंने संवाददाताओं से कहा। उन्होंने कहा कि सांसदों के अलावा, प्रधान मंत्री और केंद्रीय मंत्री भी अपने वेतन में 30 प्रतिशत की कटौती करेंगे।
"घर पर दान शुरू होता है," उन्होंने कहा।
प्रधान मंत्री और केंद्रीय मंत्रियों के लिए वेतन संरचना एक सांसद से भिन्न होती है, जो प्रति माह एक लाख रुपये का वेतन और अन्य भत्तों के अलावा 70,000 रुपये प्रति माह निर्वाचन क्षेत्र का वेतन प्राप्त करता है।
बाद में, सरकार के प्रवक्ता ने स्पष्ट किया कि केवल वेतन और सांसदों के पेंशन और भत्ते में कटौती नहीं की जाएगी। उन्होंने कहा कि यह पैसा भारत के समेकित कोष (सीएफआई) में जाएगा।
सरकार को मिलने वाले कर, केंद्रीय उत्पाद शुल्क, सीमा शुल्क और अन्य प्राप्तियों जैसे करों के माध्यम से सरकार द्वारा प्राप्त सभी राजस्व सीएफआई में जमा किए जाते हैं। इस कोष से सभी सरकारी व्यय किए जाते हैं और संसद से प्राधिकरण के बिना सीएफआई से कोई राशि वापस नहीं ली जा सकती है।
कैबिनेट ने वित्तीय वर्ष 2020-21 और 2021-22 के दौरान MPLAD (संसद स्थानीय क्षेत्र विकास सदस्य) निधि योजना के अस्थायी निलंबन को भी मंजूरी दे दी, और इस राशि का उपयोग "COVID19 के प्रकोप के स्वास्थ्य और प्रतिकूल प्रभाव के प्रबंधन" के लिए किया जाएगा। देश, उन्होंने कहा।
