A "Level-three" travel warning is issued when long-term or severe conditions pose a risk to travelers and visitors, and when non-essential travel is considered necessary. Is. "Terrorists can strike with little or no warning," the advisory said. They can target transportation hubs, markets, shopping malls, military installations, airports, universities, tourist sites, schools, hospitals, places of worship, and government facilities. Terrorists have carried out attacks on US diplomats and diplomatic installations in the past."
