The Hathras stampede case has reached the Supreme Court. A PIL has been filed in which it has been said that the government should be directed to immediately constitute a five-member expert committee under the supervision of a retired Supreme Court judge to investigate the Hathras stampede incident of July 2.
Legal action against the culprits
The PIL also demands that given the interests of public safety, the committee should suggest setting guidelines to prevent such incidents in the future. The Uttar Pradesh government should be directed to file a status report on the Hathras stampede and ask what legal action has been taken against those guilty of negligence.
Guidelines to prevent stampede
More than a hundred people were killed and hundreds of others were injured in the stampede during a satsang on July 2 in Hathras, Uttar Pradesh. Advocate Vishal Tiwari has filed this PIL in the Supreme Court. The petition also demanded that all states be directed to issue guidelines to prevent stampedes at religious and other events keeping in mind the safety of the people.
No lessons learned from previous incidents
State governments should file a status report and tell what medical facilities are available at the district, block, and tehsil level to deal with stampede incidents. The petition also mentions the incidents of stampedes in crowded places in the past and the deaths in them. The petition states that such incidents have happened in the past as well but we have not learnt any lessons from them.
It also questions the organizers and the administration.
The country's people have deep faith in religion and in such a situation, a large number of people gather in religious gatherings. However many people are in danger due to a lack of adequate security by the organizers and the administration. Referring to the stampede incident in Hathras on July 2, the petition said that this is an important matter related to the safety of the people and that the court should intervene in it.
Negligence of government machinery
The petitioner says that it is the responsibility of the government to make proper administrative arrangements in crowded places. In India, a large number of devotees gather in rural areas for Satsang. Many times, the entry and exit gates are not properly marked in case of an emergency.
There is also a lack of basic facilities. Even the organizers lack communication with the local authorities and the result is a terrible stampede like the one in Hathras, Uttar Pradesh. This incident is the result of the negligence of the government machinery.
