An open letter written to all officials and civil servants
Meanwhile, Congress President Mallikarjun Kharge has written an open letter to all the officials and civil servants of the country. He has said in the letter that it is important for the institutions of the country to remain independent and has urged the bureaucracy to follow the Constitution.
I am writing to you in the capacity of the Leader of the Opposition - Kharge
Kharge has written in the letter that I am writing to you in the capacity of the Leader of the Opposition (Rajya Sabha) and the President of the Indian National Congress. He said, the elections for the 18th Lok Sabha have been completed and the counting of votes will take place tomorrow, June 4, 2024. I would like to congratulate the Election Commission of India, the Central Armed Forces, the police of various states, civil servants, district collectors, volunteers, and each one of you who were involved in the execution of this huge and historic task.
Congress established many institutions based on the Constitution of India
Sardar Vallabhbhai Patel, our inspiration and India’s first Home Minister, called civil servants the “steel frame of India”, he said. The people of India are well aware that it is the Indian National Congress that established many institutions based on the Constitution of India, laid their solid foundation, and created mechanisms for their independence.
Independence of institutions paramount
Independence of institutions is paramount, as every civil servant takes the oath of the Constitution that he will “faithfully and conscientiously discharge his duties and deal with all manner of people by the Constitution and the law without fear or favor, affection or ill-will”. In this spirit, we expect every bureaucrat and official - from the top to the bottom of the hierarchy - to discharge their duties by the spirit of the Constitution, without any pressure, threat, or coercion of any kind from the ruling party/coalition or the opposition party/coalition.
Some institutions are sacrificing their independence - Kharge
The Congress Party, through the Constitution drafted by Pandit Jawaharlal Nehru, Dr. B.R. Ambedkar, Dr. Rajendra Prasad, Maulana Azad, Sarojini Naidu, and our countless inspiring founding members, not only created the framework for strong governance but also ensured positive action by giving representation in our autonomous institutions to the marginalized in the bureaucracy and civil society, Kharge said in the letter.
India's democratic values are being damaged
The last decade has seen a systematic pattern of attacking, weakening, and suppressing our autonomous institutions by the ruling party. As a result, India's democratic values are being damaged. There is a widespread tendency to turn India into a dictatorial regime. We are increasingly seeing some institutions giving up their independence and shamelessly following the dictates of the ruling party. Some have completely adopted their style of communication, their modus operandi, and in some cases even their political rhetoric. This is not their fault. With dictatorial power, intimidation, coercion, and misuse of machinery and agencies, this tendency to bow down to power has become a way of their short-term survival. However, the Constitution of India and democracy are casualties of this disgrace.
Bureaucracy must not be afraid...
The Indian National Congress now urges the entire bureaucracy to follow the Constitution, perform their duties, and serve the nation without any fear, favor, or ill will. Fear no one. Do not succumb to any unconstitutional means. Fear no one and discharge your duties based on merit on this counting day. We owe future generations a vibrant democracy and a long-lasting Constitution crafted by the makers of modern India.
