The conference is to be held from July 31 to August 3.
Sources said, "Singapore High Commissioner Simon Wang had recently invited Arvind Kejriwal to attend the conference. The files related to this are pending with the LG House for the last three weeks. Usually, files related to CM's visits are returned within 1-2 days. But this time they have been kept on hold for 3 weeks.
