Canada faced the 7th wave of the COVID-19 pandemic in June–July 2022. During this, 11.2% of hospital staff and nurses also fell ill due to infection. This led to a shortage of workers and the closure of emergency wards of many hospitals.
Since March this year till now 2 lakh people have left their jobs. At the same time, some people lost their jobs during the epidemic. 30,000 people left jobs in the education, healthcare, and social services sectors in July and 43,000 in June. In the last year, Canada's economy has suffered a loss of more than Rs 1 lakh crore due to labor shortage.
Such people have now adopted new methods of self-employment and are now dependent on them. Now companies need a new labor force to get the work done again, but the old employees are not coming back to work. Immigration Minister Shaun Fraser has said that by 2025, 60% of immigrants will enter Canada in the economic migrant category. This means these immigrants will also get permanent residency cards in Canada.
Decreasing fertility rate and aging population
One of the reasons for the labor shortage in Canada is the steadily falling fertility rate and the aging population. Currently, Canada's fertility rate is 1.4 children per woman. By 2030, a quarter of Canada's population, or about 9 million people, will reach retirement age.
What is the Canadian Government's New Immigration Levels Plan?
Immigration Minister Sean Fraser says Canada's healthcare, agriculture-fisheries, and transportation sectors are completely dependent on immigrants. There are about 10 lakh job vacancies in these. Immigrants coming from abroad to work in Canada will also get permanent residency in the country for their economic contribution. For this, the Canadian government has been running different programs for many years. Entry into the new Immigration Levels plan will also be under these programs.
The entry of these new immigrants into the country and the selection for the job will be done under the already existing Express Entry and Provincial Nominee Program ie PNP programs. Last year, about 56% of immigrants came to Canada through these programs.
Under the New Immigration Levels Plan, the Canadian government plans to increase its express entry targets to 82,880 in 2023, 1,09,020 in 2024, and 1,14,000 immigrants in Canada by 2025. Similarly, under PNP i.e. Provincial Nominee Program, 1,05,500 immigrants will be given jobs in 2023, 1,10,000 in 2024, and 1,17,500 in 2025.
Canada's new immigration plan hurts America
Canada's new immigration strategy could lead to the US losing its skilled professionals with H1-B visas, according to a study by the National Foundation for American Policy, as Canada's new plan also provides visas and permanent residency to the applicant's partners and children. the facility will be available. In such a situation, the partners and children of workers with H1-B visas will also have to enter the US on an H4 visa (dependent visa). The highest number of H1-B visas 74% of Indians were accepted in 2021.
India to benefit from Canada's new immigration plan
About 1.4 million people of Indian origin live in Canada. This is 1.4% of the Canadian population. In 2021, of the 4,05,999 people who got permanent residency in Canada, 1,27,933, or one-third of the population were Indians.
Economic class in Canada accounts for 60% of Indian immigrants. India is the largest single source country for the Canadian economy. For Indians looking for jobs abroad, getting a job in Canada with permanent residence has become easier due to the new immigration plan.
Canada's Express Entry is easier and more stable than the US H1-B visa application process for Indians.
