After the Speaker's permission, the Leader of Opposition Bhupendra Singh Hooda started speaking on the motion. Hooda started a speech on the issue of the death of farmers in the ongoing movement along the Delhi border. Along with the proposal, Hooda demanded that secret voting be done.
Earlier in his no-confidence motion, former CM Bhupendra Hooda said that one party (BJP) was claiming 75 crosses to win the trust of the people before voting in 2019, while the other party (JJP) was talking of crossing the Yamuna. . The public rejected both in voting. It is another matter that no party got a majority. Later, the parties who cut each other's throat became friends of each other.
On the other hand, Chief Minister Manohar Lal, Deputy CM Dushyant Chautala, and Home Minister Anil Vij have claimed that this proposal will fall, not the government. We are not in any danger. However, the attitude of the MLAs of Janata Nayak Janata Party (JJP), an ally of the ruling party, has also changed hands. On the previous day, four-party MLAs took their views on agricultural laws. Of these, three, including Tohana MLA Devendra Babli, are the rebels. The second budget of his term is to be presented by the government in the Haryana Legislative Assembly on March 12.

JJP MLA Ramkumar Gautam said during the discussion on the Governor's address in the House on Tuesday that on three agricultural laws, Prime Minister Narendra Modi has done a very good job. If the farmers still have any problem with the law, then stop the law for three years and two months. Apply after winning the 2024 Lok Sabha elections. However, Gautam refused to vote on the no-confidence motion. He said that the Khattar government has not made these agricultural laws. I am currently with the Khattar government.
Jogiram Sihag, the MLA from Barwala of the party, said that the Haryana government should enact laws regarding the minimum support price (MSP). Farmers' crops should be purchased at MSP only. Sihag has shown a rebellious attitude earlier also. He had said that the demand of the farmers is valid, I stand with them. He had said that the MLA later, first I am a farmer, I am ready to resign if the need arises.
Tohana MLA Devendra Babli told the media outside the assembly that if the MLAs stayed in their areas, people would beat them. They will have to make iron helmets, especially the JJP MLAs. If the farmers' issue is not resolved, then the JJP should come out of the coalition. Due to the whip issued by the party, I will stay with the government during the no-confidence motion, but I demand Deputy Chief Minister Dushyant Chautala to come out of the coalition.
Earlier in the Assembly, Ishwar Singh started his talk by counting the achievements of the government and then started staring at sharp questions on seeing him. He questioned the non-release of 40% of the total allocated amount for the Scheduled Castes in the budget.
Scheduled Caste and Backward Classes Welfare Minister Dr. Banwari Lal said that in the last two years, 14 thousand 977 crore rupees have been released under the Scheduled Castes Sub-Plan. Of this, 7367.29 crore was given in the year 2018-19 and Rs 7610.18 crore in the year 2019-20.
Dissatisfied with the reply, Ishwar Singh continued to insist on a demand for an answer from the Finance Minister, after which Chief Minister Khattar said that he would answer it while discussing the budget. After this, raising the issue of plot allocation to the BPL families, he said that in 2008, 100 yards of plots were given for the last time. Also, 54% of the people got plots, while the remaining 46% either did not get possession of the land or the panchayats took it back. The plan to give plots to BPL families should be resumed.
