The fee hike order violated
The Delhi Government's Directorate of Education (DOE) has suspended the recognition of DPS Rohini for increasing fees during the 2021-22 academic session in violation of rules. In an order issued on Tuesday, the DoE said that the school authorities were not complying with the directions issued by the department as well as the High Court by charging the increased fees during 2021-22 and various other issues related to the fee hike for the session 2020-21. were violating the court order.
The school is built on the land allotted by DDA
Delhi government's Directorate of Education (DOE) says that Delhi Public School is located in Rohini on land allotted by DDA i.e. Delhi Development Authority. As per the land allotment norms, the school had to take prior permission or approval from the concerned director or directorate of education before increasing the fees in any way. This was not done in the case of DPS, Rohini.
There were complaints related to fees and instructions were not followed
There were complaints against the school for depositing increased fees and not deducting 15 percent from the annual school fees. The order also mentioned that the DoE has directed the school not to increase any fee for the academic session 2018-19 and 2019-20 and withdraw the increased fee and the amount charged over and above the fee structure deposited in 2015-16 was directed to return or adjust the However, the response of the school to these instructions was not satisfactory.
Delhi School Education Act flouted
The Directorate of Education (DOE) said that it appears the school management is indulging in profiteering. They are commercializing education and exploiting parents by charging unreasonable fees. Further, Rules 50 (xvii) and 50 (xix) of the Delhi School Education Act, 1973 have been violated by not providing relevant documents and records to the official delegation which went to inspect the school premises on November 7, 2022.
What will be the effect of the case on the existing students?
According to Pankaj Khandelwal, CBSE educator and school education policy expert, there will be no impact on the future of the current students studying in the school in this matter. Because the decision to suspend the recognition has not been taken for the current session. This order restrains the school from taking fresh admissions for the next academic session i.e. 2023-24.
What options does the school have?
The easiest option left to the school is to ensure compliance with the rules laid down by the government, the Delhi School Education Act, 1973, and the guidelines issued from time to time by various courts. Apart from this, complete disposal of the present case will also have to be done. In this, the school will have to provide the relevant documents sought by the inspection team. The amount of extra recovery made by increasing the fees will have to be refunded or further adjusted. Apart from this, eligible students will also have to give a relaxation of 15% as per the rules.
What happens next if the recognition is canceled?
In any case, the school will agree to follow the rules. If for some reason this does not happen and the recognition remains suspended or even canceled, then the school management will have to adjust its employees to other schools under the Delhi Public School Society. At the same time, in the case of students, there is a provision to register them in any other nearby school only based on the consent of the family members.
