Article 4 of the agreement between the two countries provides that if one country is attacked or is in a state of war, then the other country will immediately provide military and other help. This is the most important agreement between Russia and North Korea after the end of the Cold War. Russian President Vladimir Putin and North Korea's supreme leader Kim Jong Un described this agreement as a better change in the relations between the two countries, which will cover aspects like security, trade, investment, culture, and humanitarian aid. This agreement between Russia and North Korea has come at a time when the US and its allies have expressed deep concern over North Korea providing arms and ammunition to Russia in the Ukraine war. The US also fears that with Russia's economic and technical help, North Korea can rapidly expand its nuclear weapons and missile program.
There was a similar agreement between the two countries even during the Soviet Union.
North Korean dictator Kim Jong Un described this security agreement between the two countries as the 'strongest treaty ever'. Kim Jong Un reiterated his full support to Russia in the Ukraine war. At the same time, Putin described this agreement as historic and said that 'this reflects the common desire of both countries and it will take relations to a new dimension.' It is worth noting that a similar agreement was also signed between North Korea and the Soviet Union in the year 1961, under which in the event of war in one country, the other country was to provide immediate military help. However, when the Soviet Union collapsed, this treaty was broken and in its place, a new agreement was made in the year 2000, but the requirement of military help was abolished in that agreement. Now in the new agreement, there is talk of military help again.
On the military agreement between Russia and North Korea, South Korea has said that it is now interpreting the provisions of this agreement. South Korean officials refused to comment immediately on the agreement. Tensions between North Korea and South Korea are at their peak these days. While Kim Jong Un is constantly testing his nuclear weapons, South Korea is trying to put pressure on North Korea by conducting joint military exercises with America and Japan.
