New York City Police Commissioner Keechant Sewell said the attack was not currently being investigated as a terrorist incident. But he didn't deny it either. He said the attacker, dressed as a construction worker and wearing a gas mask, was on a subway (subway-like) train bound for Manhattan. As the train arrived at the 36th Street subway station, he pulled open a canister from his bag, filling the entire compartment with smoke. After that, he started firing.
