UP Chief Minister Yogi Adityanath reviewed the Corona situation with Team XI on Monday, saying that there is no shortage of oxygen and life-saving medicines in the state. He said that 26,719 people have been treated and discharged in Uttar Pradesh in the last 24 hours. So far, more than 8.04 lakh people have been freed from Covid infection in the state. This pleasant situation is the result of effectively implementing the formula of 'Dawaai Bhi-Kadai Bhi'. We need to increase testing and tracing to double capacity. Action should be taken in this direction.
He said that under the present circumstances, OPD services are suspended in the hospitals of the state. In such a situation, teleconsultation should be encouraged. The list of specialist physicians and contact media for Covid home isolation and non-Covid patients should be widely disseminated.
- Everyday communication should be made to the patients concerned in home isolation through CM Helpline. They should be provided with a medical kit for a minimum period of one week. District-wise review of medical kit distribution system should be done from the level of Health Minister. The accountability of the CMO should be fixed. There is no absence of medicines. Everyday dialogue should be made with the patients treated in hospitals.
- The supply of oxygen is increasing every day. A constant supply is being ensured from Roorkee, Kashipur, Modinagar as well as Bokaro, etc. plants. MSME units are also being directly linked to hospitals and supplied. The state has also received an offer of oxygen supply from Tata and Reliance groups. Immediate supply should be ensured by communicating with the people concerned.
- The condition of each small and big hospital in all the districts should be monitored. Whatever will be needed, oxygen must be provided. Oxygen audits are also being conducted by seven institutions of the state for better supply and distribution of oxygen.
Need to increase the number of oxygen tankers
- Special efforts are needed to increase the number of oxygen tankers. Cooperation can also be obtained from the Government of India in this. Online monitoring of their operation should be done by connecting oxygen tankers with GPS.
- No government or private hospital bed can refuse to admit a Covid positive patient if available. If a bed is not available in a government hospital, the hospital concerned will refer it to a private hospital. If the patient in a private hospital will not be able to get treatment based on payment, then in such case the state government will pay his treatment there at the rate permissible under the Ayushman Bharat Scheme.
Keeping in mind the daily conditions, policy efforts are being made by the government every day. All the Divisional / District Magistrates should be in constant touch with the government. Before taking any decision in the wider public interest, please make the government aware. Do your best to provide convenience and relief to the common man.
- Many people who have won the battle with Covid are willing to serve patients. There is a need to encourage such people. Prepare their district-wise list. These will be doctors, military personnel, paramedical staff, etc. They may be used in hospitals etc. as per their requirement.
Every day the supply of medicines like Remadecivir is increasing
- There is no shortage of any life-saving medicine like Remedisvir in the state. Its supply is increasing every day. Because of the demand of the districts, adequate voids of Remedesvir should be made available. This injection is available free of cost in government hospitals, if needed, the private hospitals should also be provided with Remedisvir at fixed rates. Along with this, the police keep a constant watch on its black marketing.
- It is mandatory to admit the patient from the Integrated Command and Control Center to the hospital which has been allotted to him. The District Magistrate should ensure this. In the case of otherwise, strict action should be taken against the responsible. It should be monitored by the Chief Minister's Office.
Instructions given to officers for the preparation of vaccination
The Chief Minister said that so far 97,83,416 people have been given the first dose of Covid vaccine in the state, while more than 20 lakh people have been given both doses. In this way, 1,17,83,880 doses of vaccine have been administered. There is adequate availability of vaccines in the state. Complete preparations should be made regarding the forthcoming campaign for vaccination starting from May 1.
Because of the high rate of infection, expansion of the minimum doubling in the current equipment is necessary. We have to be ready for every kind of challenge. Health Department and Medical Education Department should prepare and implement an action plan for bed growth. Health Department should add at least two-two more CHCs to all districts. Similarly, the Medical Education Department should prepare new medical colleges as dedicated Covid Hospitals. Ensure availability of oxygen, ventilators, trained human resources in these hospitals.
- Provide the advice of health experts to the public easily. Widely spread awareness about food and drink, ways to increase immunity, methods to increase oxygen in the body, etc.
Ensure that there is no overbilling anywhere.
Rates have been fixed at the government level for the treatment of Covid patients in private hospitals and Covid tests. Mandalayukta and District Magistrate should ensure that there is no overbilling anywhere. The government has decided to have a discharge policy for Covid patients, to make it equally effective in all districts.
After the antigen test is positive, there is no need to be positive for the RTPCR test to be admitted to the hospital. The sooner the patient gets treatment, the healthier he will be. This system should be effectively implemented in all the districts.
Department of Health and Medical Education should ensure that all government and private hospitals with a capacity of more than 100 beds have their oxygen plant. This work is going on as a campaign in the state. Encourage the private sector as well, the government will provide all necessary support. The process of setting up an oxygen plant should be expedited, it should be reviewed every day. The government of India is also getting support in this work. An instant proposal should be sent to the Government of India for plant establishment.
Adequate ambulances have been provided in all districts for the movement of Covid patients. All these should be functional 24 × 7. The response time of the ambulance should be minimum. Every needy gets an ambulance. The District Magistrate and the CMO should be made responsible for this.
Employees working in panchayat elections use masks and gloves
- All personnel performing duty in Panchayat elections should use masks and gloves. Keeping in view the increase in the rate of infection, special attention should be given to the police force to be safe from infection. A comprehensive awareness program regarding the prevention of corona should be conducted. For this, effective use of public address system.
Proper information about the availability of beds should be made available to the public. All such hospitals in the state where corona infected patients are being treated, make the details of vacant beds in the hospital public twice a day. These details should also be uploaded on the portal of the Integrated Control and Command Center of the district. Allotment of beds should be done with complete transparency. All district administrations should implement this system with immediate effect.
Transport and Home Department should work in mutual coordination to ensure the migrant workers/workers coming from different states to their destination safely. It should be ensured that the migrant workers without symptoms are quarantined for a minimum period of 07 days. In case of unwellness, good medical care should be provided.
- Contact tracing is very important for breaking the chain of Covid. The family members of Covid positive people, as well as the people they come in contact with, must be tested. The capacity of the RTPCR and antigen test to be doubled.
