Delhi Budget: Today, CM Rekha Gupta will present a budget exceeding ₹1 lakh crore; she stated that the pace of development will accelerate further.

The Budget Session of the Delhi Legislative Assembly commenced on Monday without the presence of the Opposition. On the very first day, six CAG reports and three PAC reports pertaining to the erstwhile Aam Aadmi Party government were tabled in the House; these reports highlight numerous irregularities and deficiencies. These reports are scheduled for a detailed discussion on March 25, while the Delhi Budget is set to be presented on Tuesday—that is, today.

 

 

The Aam Aadmi Party boycotted the House proceedings on the very first day of the Budget Session. The party protested against the decision to continue the suspension of four of its MLAs—Sanjeev Jha, Kuldeep Kumar, Somdutt, and Jarnail Singh—from the House. These MLAs had been marshaled out and suspended on January 5, 2026, during the Winter Session, on charges of creating a ruckus during Lieutenant Governor V.K. Saxena’s address.

 

 

The Speaker of the Legislative Assembly has upheld their suspension. The reports tabled in the House raise questions regarding the functioning of the previous government, specifically addressing issues such as financial irregularities, the status of ‘Mohalla Clinics,’ and the condition of universities. The reports also cite instances of financial mismanagement and administrative shortcomings. Additionally, the second interim report of the Committee of Privileges regarding the ‘Phansi Ghar’ (Gallows House) matter was also presented.

 

 

Motion of Felicitation Passed in Honor of the Prime Minister:

During the session, several ministers and MLAs discussed Prime Minister Narendra Modi’s record of serving as the head of government for the longest duration (8,931 days). Ministers Ashish Sood, Manjinder Singh Sirsa, and Parvesh Sahib Singh, along with MLAs Kulwant Rana and Rajkumar Bhatia, congratulated the Prime Minister on this achievement and lauded his leadership. Chief Minister Rekha Gupta stated that Prime Minister Narendra Modi has redefined several aspects of politics; she noted that he has strengthened the pillars of honesty, transparency, and accountability. She moved a motion of felicitation in honor of the Prime Minister, which received the unanimous support of the House. Speaker Vijender Gupta remarked that this record held by the Prime Minister stands as a symbol of his 25 years of continuous public service.

 

 

Call for Strict Laws Against Adulterated Food Products:

Under Rule 280, several MLAs raised various critical issues. In particular, the issue of adulterated milk, paneer (cottage cheese), ghee (clarified butter), and medicines was raised emphatically within the House. Raising the issue of a shortage of food inspectors and laboratories, MLA Kulwant Rana stated that over the last 10 years, 200,000 to 300,000 cases involving adulterated food products have come to light. He demanded the enactment of stringent laws to address this matter.

 

 

CM Declares: “Delhi’s Landscape Is Set to Change”

 

Chief Minister Rekha Gupta has announced that her second budget will bring about tangible changes in the lives of the capital’s residents. On Monday, the Chief Minister inaugurated the Budget Session of the Legislative Assembly with the traditional ‘Kheer Ceremony.’ The Chief Minister stated that this budget embodies a resolve to create a “Developed Delhi” and a “Green Delhi.” She noted that while the previous year marked the beginning of a shift in Delhi’s trajectory, concrete steps will now be taken to improve its overall condition.

 

 

The Chief Minister indicated that the Delhi Budget, scheduled to be presented on Tuesday, is likely to exceed ₹100,000 crore. She remarked that the Kheer Ceremony symbolizes prosperity and auspiciousness; it is not merely a tradition, but rather a sign of the government’s unwavering commitment to public welfare and development. The event witnessed the participation of various sections of society, including farmers, school students, teachers, doctors, members of the transgender community, female drivers, and media personnel. Farmers honored the Chief Minister by presenting her with a turban. She affirmed that this second budget of the BJP government would lend fresh momentum to Delhi’s development. It will prioritize strengthening infrastructure while simultaneously focusing on enhancing the standard of living for the people. She clarified that healthcare, education, sanitation, pollution control, and a green environment are among the key priorities of this budget. She emphasized that her vision of a “Developed Delhi, Green Delhi” is not merely a slogan, but a clear and distinct vision of the government. Several public representatives were present on the occasion, including Cabinet Ministers Parvesh Sahib Singh, Ashish Sood, Manjinder Singh Sirsa, Ravindra Indraj Singh, and Kapil Mishra.

 

 

Protesting Outside the House Violates Democratic Decorum: Vijender Gupta

Assembly Speaker Vijender Gupta has expressed strong objection to the move by Aam Aadmi Party (AAP) MLAs to boycott the House proceedings. Condemning the protests staged outside the House, he stated that boycotting legislative proceedings runs counter to parliamentary traditions and democratic norms. Vijender Gupta asserted that, within a democratic framework, the House serves as the designated platform for deliberation and dialogue on critical issues. Consequently, it is deeply unfortunate for the Opposition to distance itself from the House during a pivotal occasion such as the Budget Session. He emphasized that the participation of the Opposition is indispensable during discussions regarding the Delhi Budget; engaging in protests outside the House instead fosters an unhealthy precedent. Vijender Gupta further noted that the Leader of the Opposition has not participated in House proceedings since the previous session—a matter of serious concern. According to him, remaining absent from the House and obstructing the democratic process amounts to undermining constitutional institutions. The Speaker pointed out that several significant reports were tabled in the House on Monday, on which the Opposition ought to have presented its views. He also characterized the defiance of the Chair and the repeated disruptions as reprehensible acts.
