Earlier, in this case, Delhi Metro had refused to consider passengers as consumers by giving different answers. Harpal, a resident of Kadipur, Delhi, had written about 200 letters to the Delhi Metro Rail Corporation along with the Central Government and the Delhi Government for this, besides, under the Right to Information, had also sought information that what DMRC believes about its passengers?
While using any transport service including railways in the country and the world, toilet and drinking water facility is taken care of, but no such facility is provided in Delhi Metro. A petition has also been filed in the Delhi High Court regarding this. Explain that many services including rail service and bus service come under the category of consumer. This is the reason that many types of facilities like water, toilets, etc. are provided free of cost under the category of metro service users like Jaipur, Mumbai, Lucknow, etc. Despite this, lakhs of Delhi Metro users are deprived of these services.

In the metro stations where water is not available to free of cost, the employees of all stations have been instructed to provide water free of cost on demand by the passenger.
Pitampura, Rohini East, Rohini West, and Rithala metro stations have drinking water facilities under the Member of Parliament Local Area Development Scheme.
Apart from Delhi Aerocity, a free drinking water facility is also available at the airport metro station.
DMRC was overturned after 2 years
On 16 December 2015, it was said by DMRC that Delhi Metro will come under the consumer category. Then on 24 April 2018, reversing from its earlier reply, said that keeping Metro user category is vested in the legislature, so DMRC itself cannot do anything. At the same time, on 3 May 2019, it has been given in writing that under section 2(d) of the Delhi Metro Consumer Protection Act 1986, it has been clearly stated that under the said Act, there is no provision for declaring special category service as a consumer.
