139 is a helpline number based on the IVRS i.e. Interactive Voice Response System of Indian Railways, in which you are given information in many languages. In this, you have to press 1 number for safety, medical help, accident information. Apart from this, if you have an inquiry related to the train, then you have to press 2 numbers for that.
