Positive efforts have started at several levels simultaneously to improve relations between India and Pakistan. For the first time in two and a half years, a team of Pakistani officers arrived in Delhi, and on Tuesday a two-day meeting of the Permanent Commission on the sharing of the Indus River started. Indian officials say that with this meeting the window to bring the relationship of the two countries back on track is open.
This is the first time since the Balakot airstrike in response to the Pulwama attack, when officials from Pakistan and India are meeting face to face. A senior officer told Bhaskar that a lot is still in the pipeline. Under the banner of the Shanghai Cooperation Organization (SCO), there will be a counter-terrorism exercise in Pakistan's Pabbi area and the Indian Army will join it.
It has not been officially announced yet, but India will not back down from this program, because the SCO is a question of prestige for Russia and India does not want to see Moscow getting angry. Therefore, for the first time in history after the partition of India-Pakistan, the Indian Army will be involved in a friendly exercise in Pakistan. The UAE and Saudi Arabia have played a role in bringing India and Pakistan on track.
Foreign Ministry officials are not ready to say anything about this but are assuming that smoke does not arise without fire. This progress in relationships did not happen suddenly, but rather under a long process. On March 30, there will be a Heart Asia Conference in Dushanbe, the capital of Tajikistan. It will include Foreign Minister S Jaishankar and Pakistani Foreign Minister Shah Mehmood Qureshi. A meeting between the two leaders is possible there.
3 things to consider, which are becoming the basis of relationship improvement
1. No ceasefire voiding after February 25
On 25 February, the hotline was negotiated by the Director-General of Military Operations of both countries. It was decided that ceasefire violations on the border would be ensured. Since then the cannons on both sides have been quiet. While there were 225 incidents of ceasefire violations from 1 to 25 February. Earlier in January, Pakistan broke the ceasefire a total of 336 times.
2. Leaders of both countries are not making tough statements, Pakistan disappears from elections
Pakistan PM Imran Khan and Army Chief Qamar Javed Bajwa are constantly making soft statements. When Imran got corona, Modi wished him to recover soon. Here in the electoral atmosphere of five states, Indian leaders are not making any statement about Pakistan. Nor is India making a statement on Baluchistan.
3. PM Modi congratulated Imran on Pakistan Day
Pakistan Day was celebrated on Tuesday at the Pak High Commission in Delhi. On this occasion, Modi congratulated Imran Khan. The High Commissioner of Pakistan said that appointments will be made soon in the High Commission.
Arbitration of Arab countries agreed on 3 things
1. The leaders of both countries will not give a strong statement. Pakistan will offer new relations, India will accept.
2. Demonstrations like CAA protests in India will stop the peace talks if there is evidence of funding from Pakistan.
3. India will not raise any voice on the issue of Balochistan at any stage.
Expert said - If Pakistan army tightens terror, peace is possible
Former Army Chief General VP Malik says that there are some but also some of the positive developments happening in Indo-Pak relations. Now, the leadership of Pakistan and more than that, the intention of the Pakistani Army is to be tested. We have learned from past experiences that Pakistan takes some action under immediate pressure, but its military's fascination to make terrorism a part of the long-term strategy of its government policy remains. This worsens relations. Nevertheless, it will be a historic halt if the Indian Army exercises in Pakistan. Now further, the Pakistani Army will have to crack down on the activities of the terrorist groups and ISI there. Peace is possible through this.
