It was Pervez Musharraf who sent the Pakistani army to Kargil in the name of Mujahideen. Following the leak of conversations between Musharraf and the Chief of General Staff, Lieutenant General Muhammad Aziz Khan, on 26 and 29 May, Vajpayee sent a letter to the then US President Bill Clinton.
After this letter, the pressure increased and the retreat of the Pakistani army started. India threatened America through the mail that if Pakistan does not call back its army then India will also have to counterattack.
Sharif immediately contacted Clinton
Amid the Kargil war tension, Sharif contacted Clinton and told her that he wanted to meet her. The US President agreed to welcome him in Washington. During the three-hour meeting, Clinton telephoned Vajpayee. Clinton suggested to Vajpayee that Pakistan was prepared to call a ceasefire in Kargil if India agreed to resolve the Kashmir issue.
