Speculations about the resignation of Manipur Chief Minister N Biren Singh continued throughout the day on Friday. By evening, Biren Singh dismissed speculations of resignation by tweeting. Earlier, the supporters of the Chief Minister created a ruckus outside his house. The torn copy of Biren Singh's resignation letter also went viral on social media.
This is not the first time that there is speculation regarding the resignation of Biren Singh. Let us know that after all there was talk of removing Biren Singh from the post of Chief Minister. Why did the matter of Biren Singh's resignation come to the fore this time? What happened throughout the day on Friday regarding his resignation? What can happen next in Manipur? What will the central government do? What is the reason for the violence in the state?
How many times was there talk of Biren Singh stepping down from the post of Chief Minister?
Biren Singh left Congress in 2015 and joined BJP. Two years later elections were held in the state and the BJP came to power. Biren Singh was made the Chief Minister. In 2022, once again BJP returned to power. However, after winning the election, there was speculation that the BJP may make a new face as the Chief Minister in Manipur like in Assam. However, this did not happen. Biren Singh got the command of the state again.
In April, once again the news about the removal of Biren Singh started appearing in the media. It was said that only the MLAs of his party are against him. Several legislators resigned from government posts, adding to these speculations. But, Biren Singh remained even after this.
Manipur has been burning in the fire of violence for the last two months. Once again Chief Minister N Biren Singh is under pressure to step down. As soon as the news of his meeting with Governor Anusuiya Uike came on Friday, discussions started that the Chief Minister may resign. Earlier on Sunday, he had met Home Minister Amit Shah.
Home Minister Amit Shah held an all-party meeting with 18 parties on Saturday regarding the situation in Manipur. In the meeting, SP and RJD demanded the resignation of Manipur CM N Biren Singh. Apart from this, there was also a demand to impose President's rule in the state. For this reason, these speculations got more strength.
Why is there so much pressure on Biren Singh to resign this time?
Manipur has been burning in the fire of violence since last May 3. Despite all efforts, Biren Singh has so far failed to stop it. Due to this, political pressure is increasing on BJP to remove Biren Singh. There were also reports that when there was a meeting between Home Minister Amit Shah and Biren Singh, he was told to either tender his resignation or else the central government would now intervene completely.
If Biren Singh resigns, what will happen in the state?
The BJP has 37 MLAs in the 60-member Manipur Assembly. The ruling coalition, including allies, has the support of a total of 42 MLAs. In such a situation, if the BJP wants, it can change the leadership in the state. Any new face can be made the Chief Minister of the state. However, depending on the situation, the Center also has the option of imposing the President's rule. There is also speculation that the Center is considering this.
The reason behind the latest political turmoil?
To understand this, we have to understand a little about Manipur's background and caste equation. This is because whatever is happening these days in Manipur is happening because of this. So let's start...
Imphal, the capital of Manipur, is right in the middle. This is 10% of the entire state, in which 57% of the state's population lives. The remaining 90% of the surrounding areas are hilly areas, where 43% of the state's population lives. The population of the Meitei community is high in the Imphal Valley area. These are mostly Hindus. Their share in the total population of Manipur is about 53%. If we look at the statistics, out of a total of 60 MLAs in the state, 40 MLAs are from the Meitei community.
On the other hand, there are 33 recognized tribes living in the hilly areas. Prominent among these are the Naga and Kuki tribes. Both these tribes are predominantly Christian. Apart from this, 8-8 percent of the population in Manipur belongs to the Muslim and Sanmahi communities.
Under Article 371C of the Indian Constitution, the hill tribes of Manipur have got special status and facilities, which the Meitei community does not get. Due to the 'Land Reform Act', the Meitei community cannot buy land and settle in hilly areas. While there is no restriction on the tribes coming from the hilly areas and settling in the valley. This has increased the differences between the two communities.
Then the fight started like this
The present tension started in the Churachandpur district. It is about 63 kilometers to the south of the capital Imphal. Kuki tribals are more in this district. On April 28, The Indigenous Tribal Leaders Forum announced an eight-hour bandh in Churachandpur to protest against the government land survey. In no time, this bandh took a violent form. The same night, miscreants set the forest department office on fire in the Tuibong area. In the violence of 27-28 April, mainly the police and the Kuki tribals were face to face.
Exactly on the fifth day i.e. on May 3, the All Tribal Students Union of Manipur took out 'Adivasi Ekta March'. It was against the grant of ST status to the Meitei community. From here the situation got worse. The people of the Meitei community stood up against this demonstration of the tribals. There were three sides to the fight.
