In the last 10 years, there has been an unexpected demographic change in the districts bordering the International Border in UP and Assam. Based on the latest records of gram panchayats, the police of UP and Assam have sent separate reports to the Union Home Ministry.
Both the reports say that the Muslim population in border districts has increased by 32% since 2011, while the change is between 10% and 15% across the country. That is, the Muslim population has increased by 20% more than normal.
Security agencies and state police have considered this change to be very sensitive from the point of view of national security. Therefore, both the states have recommended that the scope of BSF's jurisdiction be increased from 50 km to 100 km. That is, the BSF will have the right to investigate and search up to 100 km behind the border.
Demographic change is not just a matter of population increase
The Union Home Ministry official said that this demographic change is not just a matter of increasing population. This could be a new design of infiltration in India. Therefore, keeping in mind national security, we have to make strong preparations from now on. That is why the security agencies of UP and Assam have recommended increasing the scope of BSF.
The scope of investigation increased to 50 km in October 2021
In the border states of Punjab, Rajasthan, West Bengal, Assam, UP and North-Eastern states, except Gujarat, earlier the jurisdiction of the BSF was limited to a radius of 15 km. The range of investigation was increased to 50 km in October 2021. Some states had also objected to this. Now Assam and UP are demanding to increase the scope of the investigation to 100 km. Sources are telling that the Union Home Ministry has also started preparations regarding this.

The biggest challenge before the state police is now to find out how many are valid and how many are illegal among those who have been newly entered into the records of panchayats. Security agencies also suspect that people have settled from outside. The scrutiny of their documents is very complicated.
More than 1000 villages are settled in 5 border districts of UP. In 116 of these villages, the Muslim population is now more than 50%. There are a total of 303 villages where the Muslim population is between 30 and 50%.
The number of mosques and madrasas in the border districts of UP has increased by 25% from April 2018 to March 2022. There were a total of 1,349 mosques and madrasas in the border districts in 2018, which has now increased to 1,688.
The police report also pointed out that infiltration has been going on in the border areas for a long time. The people coming from outside are mostly Muslim. Such intelligence reports have been received from time to time.
The Muslim population has increased by 32% in Dhuvari, Karimganj, South Salmara, and Cachar districts of Assam bordering Bangladesh. According to the national average estimate of the 2011 census, the increase in population should have been 12.5% and according to the state level estimate, 13.5%.
