The Union Ministry of Education has launched a new education program named Nav Bharat Literacy Program on Wednesday. The program aims to achieve all dimensions of adult education in the next five years. This scheme has been started under the new education policy. The Ministry of Education has also decided that the term 'education for all will now be used instead of adult education. The reason for this is that in the previous scheme, all age groups of 15 years and above were not able to cover.
An official said that the objective of this scheme is not only to provide basic literacy and numeracy. Rather, it will also incorporate other components that a person of the 21st century needs. It will focus on financial literacy, digital literacy, commercial skills, health care and awareness, critical life education, and family welfare. Apart from this, emphasis will also be given on vocational skill development, basic education at the elementary, middle, and secondary level, etc. to get local employment.
Continuing education under the Nav Bharat Literacy Program which includes adult education courses in arts, science, technology, culture, sports and entertainment, and life skills for the local people, etc. will be focused on. The official said that this scheme will be extended in online mode with the help of volunteers. Training sessions, workshops, etc. will also be organized in this. All the resources to help the registered volunteers will be made available through a digital medium like TV, radio, open-source apps, and portals.
Target to make 5 crore literate by 2022-27
Under the Nav Bharat Literacy Program, illiterate people of all age groups of 15 and above from all states and union territories will be covered. The government has kept the target of basic literacy and numeracy at 5 crores from the year 2022 to 2027 for this scheme. For this, work has been done on Online Learning and Assessment System (OTLAS) in collaboration with National Informatics Centre, NCERT, and NIOS. Interested persons can register themselves in these. For this, they have to enter their name, date of birth, gender, Aadhaar, and mobile number.
how much will be spent?
According to the estimate, the expenditure of Rs 1037.90 is going to be spent on the New India Literacy Program. In this, an amount of 700 crores will be spent by the central government and an amount of 337.90 crores will be spent by the state government. Along with this, the states and union territories have been given the facility to carry out innovative works. Schools will be used as the unit of implementation of the scheme. It will be used for a survey of beneficiaries.
