The constituent parties of the Congress-led opposition alliance 'India Bloc' on Wednesday walked out of the Rajya Sabha during Prime Minister Narendra Modi's speech. They demanded that the Leader of the Opposition should not be allowed to intervene during the Prime Minister's address.
Leader of Opposition Mallikarjun Kharge wanted to intervene during Modi's reply during the discussion on the motion of thanks to the President's address in the joint session of Parliament. However, Chairman Jagdeep Dhankhar rejected it. After this, the MPs of the India Block raised slogans and demanded that the Leader of the Opposition be allowed to speak.
PM Modi continued his speech amid sloganeering. This continued for some time and Kharge repeatedly pleaded for permission to speak. When permission was granted, the India Block MPs walked out of the House. Dhankhar condemned their walkout, saying that it was an insult to the Constitution. Modi also condemned the walkout and said that he was not trying to score any points, but was obliged to give an account of his government's performance.

The Chairman of Rajya Sabha and Vice President said that I urged him that if the Leader of the Opposition was given enough time to speak without any interruption, then the PM should also be listened to carefully. But, today he has not left the House behind, he has left dignity behind. Today he has not shown his back to me, he has shown his back to the Constitution of India. He has not insulted me or you, he has insulted the oath of the Constitution. There can be no greater insult to the Constitution of India than this. I condemn his conduct. This is an occasion where he has challenged the Indian Constitution. He has insulted the spirit of the Indian Constitution, he has disrespected the oath taken. The Indian Constitution is not something to be held in your hands, it is a book to live life. I hope he will introspect and walk on that path of duty.

On this, PM Modi said that the country is seeing that those who spread lies do not even have the strength to listen to the truth. Those who do not dare to face the truth, do not dare to sit and listen to the answers to the questions raised by them after so much discussion. They are insulting the Upper House. The people of the country have defeated them in every way and now they have nothing left except screaming in the streets. Sloganeering, uproar, and running away from the field… this is what is written in their fate.
He told the Chairman that I can understand your pain, they are unable to digest the decision given by 140 crore countrymen, the mandate given.
