Supreme Court hearing in the case of a security lapse during Prime Minister Narendra Modi's visit to Punjab continues today. The hearing is being held by a bench headed by Chief Justice NV Ramanna, comprising Justices Surya Kant and Hima Kohli. Senior advocate Maninder Singh had raised the matter of lapse in the security of the Prime Minister before the bench of Chief Justice NV Ramanna. During the hearing, Maninder Singh said that this is not just a law and order issue but an issue under the SPG Act.
Maninder Singh said that this is a statutory responsibility. There can be no hesitation in this. This is a national security issue, not just law and order and the state government has to comply at the statutory level. He said that this is a very serious matter and there has been a huge lapse in the security of the Prime Minister, a clear investigation is necessary for this matter, and action is also necessary against the guilty officials. Singh said that the state government does not have the authority to conduct an inquiry in this matter or in particular the issue related to the SPG Act and the court should conduct an inquiry in this matter.

Solicitor General Tushar Mehta on behalf of the Center also said that the lapse in the security of the PM, in which both the state government and the police administration were responsible, cannot be investigated by the state government. It was said that the presence of NIA in the investigation is also necessary. It was also said that Punjab Home Secretary himself is under investigation and suspicion, so how can he be part of the investigation team?

Solicitor General Tushar Mehta told the bench that this rarest of rare matter is very serious and should be treated on that basis. He informed the bench about the incident of lapse in the security of the PM. He also said that the incident of security lapse has brought disrepute to the country at the international level. Then Maninder Singh said that this is not a matter related to law and order, it is a very serious matter. There should be a high-level inquiry in this matter, but it should not be done by the state.
Lawyers voice organization filed public interest litigation
Let us inform you that the Lawyer's Voice organization has filed public interest litigation demanding a serious inquiry into the whole matter and action against the culprits. Describing the lapse in the security of the Prime Minister as a serious matter, the Supreme Court has also sought a direction to the District Judge of Bathinda to collect all the documents related to the Prime Minister's visit and present them before the Supreme Court at the earliest.
On Thursday, the petitioner demanded an early hearing on the matter. Chief Justice NV Ramana asked the petitioner's counsel Mandar Singh to hand over the copy of the petition to the state government and the matter would be heard as the first case on Friday. The bench also included Justice Surya Kant and Justice Hima Kohli. The Punjab government, Chief Secretary Anirudh Tiwari, state DGP Siddharth Chattopadhyay, and the Union Home Ministry have been made parties in the petition.
It has also been demanded in the petition that the responsibility of the Punjab government and the state police should be fixed for the lapse in the security of the Prime Minister and action should be taken against the guilty. It is known that on Wednesday, Prime Minister Modi had gone to address a rally and other programs in Punjab, but due to the road blockage, his car was parked on the flyover for 15-20 minutes, and later he had to leave the tour and return.
