In the deemed-to-be universities across the country, now the admissions in undergraduate and postgraduate will be done based on the merit of the National Entrance Examination. The same rules as the Central University will now run in the Deemed University also. Reservation rules will be applicable in the admission, and recruitment of teachers and personnel under the Parliament Act itself. There will be transparency in the matter of fees. It will not be used for commercial and profit purposes. For economically weaker and socially backward classes, the provision will have to be made for scholarships and admission in some seats. The special thing is that under the recommendations of the National Education Policy (NEP) 2020, at least five departments in UG and PG programs will work on multi-disciplinary, integrated, research, etc.
The High-Level Committee of the University Grants Commission (UGC) has prepared the draft of UGC Regulations 2022 for Deemed-to-Be Universities. The UGC has sent the UGC Regulations 2022 to the states and universities. It will replace the UGC Regulations 2019. Deemed-to-be University will work on the lines of Central Universities. Institutions with at least five departments on multidisciplinary, integrated research in undergraduate and postgraduate programs in any city can apply for deemed-to-be university status.
Apart from this, NAAC A grade with a 3.01 CGPA, Top 100 in the overall category for three consecutive years in NIRF rankings, and Institutions that are in the top 50 in a particular category for three consecutive years will also be considered eligible to apply.
Online and distance modes open the way to study
Under the new rules, now deemed-to-be universities will be able to start degree and course studies through online mode and distance learning mode. However, these universities will have to first take permission from the UGC regarding subjects and programs.
The top 100 ranked off-campus will be able to open
Universities with NAAC A grades and top 100 ranking in the university category will be able to open off-campus in other states. The off-campus center was earlier approved by the Union Education Ministry, but now the UGC will give it. Apart from this, deemed-to-be universities will now be able to open their campuses abroad as per the UGC regulation.
Admission will not be able to arbitrarily in fees
UGC Chairman Prof. M Jagadesh Kumar said that due to the new rules, now no deemed university will be able to arbitrarily in fees and admission. There will be transparency in admission and fees from the merit of the National Entrance Test. Reservation rules of the Central Government will be applicable in admission, and recruitment. From scholarships to students from socially and economically weaker sections, some seats will be reserved. For non-compliance with the rules, provision has been made for cancellation of recognition, cancellation of off-campus recognition, deduction of courses and seats, and a fine for stopping admission. The government and the UGC will now have the freedom to conduct all kinds of investigations into the deemed-to-be universities. Such institutions will have to provide all the account details of other funds including their admission.
