In the fourth phase of Uttar Pradesh assembly elections 2022, 61.65 percent of votes were cast on Wednesday for 59 seats in nine districts. That is, the fourth consecutive phase also passed the First Division in terms of voting. The highest turnout was recorded in Pilibhit and Lakhimpur Kheri districts with more than 67 percent. The lowest voter turnout is 57.73 percent in the Unnao district. A total of 62.55 percent voter turnout was recorded in these seats in the 2017 elections. At the same time, in the Vidhan Sabha seats, the highest 71 percent voting has been done in Barkheda of Pilibhit. In Kheri's Nighasan, 69.39 percent and the lowest 52.60 percent votes are lying in the Sitapur assembly seat. Polling was peaceful except for sporadic complaints. With this, the fate of 624 candidates, including 91 women, has been sealed in the EVMs. At the same time, 75.83 percent voting took place in the re-polling at the Jaswantpur booth of the Karhal region.
In the fourth phase of the Uttar Pradesh Legislative Assembly, polling was held in Pilibhit, Lakhimpur Kheri, Sitapur, Hardoi, Unnao, Lucknow, Rae Bareli, Banda, and Fatehpur districts. The Election Commission had made elaborate security arrangements for fair and fear-free polling. Voting began at 7 am amid the presence of central forces. In the first two hours i.e. till 9 in the morning, only about nine percent voting was done. Till 11 am, 22.62 percent of votes were cast. After this, the voting picked up speed, and till 1 pm in the day 37.42 percent of votes had been cast. The turnout was 57.45 percent at 5 pm. It was time to vote at 6 pm, but due to long queues at polling booths in many districts, voting continued till late. More than 65 percent voting has been recorded in Lakhimpur in Lakhimpur Kheri district, 68.10 in Srinagar, 67.31 in Dhaurhara, 67 in Mohammadi, Kasta, and Gola Gokarnath seats.
Chief Electoral Officer Ajay Kumar Shukla said that in the fourth phase, polling was held at 24,643 polling booths in 13,817 polling stations in nine districts. Of these, 874 were Adarsh polling stations while 142 pink booths were set up, in which only women employees were deployed. Wheelchairs and volunteers were arranged at different places in the districts for the differently-abled voters. 860 companies of central paramilitary forces were deployed to conduct the fourth phase of elections in a fair, fearless, and peaceful manner. The Commission had also deputed a Senior General Observer, a Senior Police Observer, and two Senior Expenditure Observers to oversee the election process. Apart from this, 57 general observers, nine police observers, and 18 expenditure observers were already posted. A total of 1,15,725 personnel were deployed for the elections.
865 complaints of violation of model code of conduct were registered: In the fourth phase, a total of 865 complaints of violation of model code of conduct have been registered. Of these, 503 complaints have been lodged by Flying Squad, Static Surveillance Team, and others. Legal action is being taken against them. Apart from this, 362 complaints have been made directly by the people of the state on the mobile app C-Vigil. During the investigation, 71 complaints were found to be true, action has been taken on them.
52,512 voters cast their votes through postal ballot: In the fourth phase, 52,512 voters cast their votes through postal ballot. A total of 60,585 postal ballots were given to four categories of people above 80 years of age, differently-abled, essential services, and polling personnel. Apart from this, postal ballots have also been sent electronically to 23,485 service voters.
One and a half percent replaced EVMs: In the fourth phase, one and a half percent EVMs were defective. In the morning, 0.45 percent ballot units, 0.53 percent control units, and 0.93 percent VVPATs were replaced due to malfunction. After this, 0.26 percent of the ballots and the same number of control units were changed during the voting. Similarly, VVPATs were also changed by 1.27 percent.
