The meritorious Divyang selected in the general category will no longer be accommodated in the reserved category. The quota reserved for meritorious persons with disabilities will now be filled by persons with disabilities (reserved category) who are below the general category candidates in the merit list.
The condition has been kept for this that they should be eligible for the selection of handicapped. For this, standards like medical fitness or equal time like unreserved will not come in the way. The Union Ministry of Personnel, Public Grievances and Pensions has issued important clarifications in this regard.
An official of the ministry said that based on their merit, the persons with disabilities who take place in the recruitment examinations on the same merit as the candidates of the unreserved category, there is a provision to be given place according to the merit in the unreserved posts only.
However, the medical standards and time limit are different for unreserved and differently-abled category candidates. Disabled candidates cannot satisfy this criterion. The Ministry had constituted a committee to consider the matter, and after studying its recommendations, new instructions have been issued.
Place in the merit of unreserved posts only
The Ministry has clarified, if the PwD (PwBD category) candidates are selected on merit along with the unreserved candidates, they will not be included in the vacancies reserved for the PwD category. They will get a place in the merit of unreserved posts only.
Applicable to both exams and promoted
This system will be applicable at both the civil service examination and promotion levels. The ministry has said that if the condition of medical standard and time limit is applied to the disabled candidates taking place in the merit of unreserved posts, then they will be deprived of recruitment to unreserved posts. This will defeat the feeling of 'own merit'.
