In view of the uproar in Parliament over the Delhi violence, the Modi government has decided to 'guillotine' to pass the demands of grants to all ministries in the budget session. Governments have been taking this decision earlier also. The government has to pass the budget before April 3. There will be a guillotine in the Lok Sabha on 16 March. In this way 14 more days will be available for Rajya Sabha. Meanwhile, the government also has to pass two ordinances. The government claims that this is not the first time. At the time of UPA-2, 18 bills were passed amidst uproar. The government has proposed to discuss Delhi violence in Lok Sabha on Wednesday and Rajya Sabha on Thursday. Parliament holiday is due to Holi on Monday and Tuesday.

In the past, there was a kind of 'guillotine' device used in the death penalty in European countries. But later this word has started being used in many different meanings. In the Indian constitution, the process of passing the demands of the ministries in the budget session without discussion is called 'guillotine'. At the same time, there is a general procedure in which the demands of grants of ministries are discussed, after which the House passes it without amendment or without it. But there are many ministries in India, it is not possible to have all the discussion, so in such a situation, the demands which are not discussed, have been voted and passed, which is called the guillotine.

 

Even if Congress MP apologizes ...

The government remains firm on the suspension of seven Congress MPs. Sources said that even if we apologize for our unparliamentary conduct, the suspension will not be withdrawn. At the same time, Congress MP Gaurav Gogoi is considering canceling the Lok Sabha membership. It is believed that the committee set up to investigate the developments may consider termination of membership. It is alleged that Gogoi snatched the paper from the seat and tore it.
