What kind of security cover the former governors of Jammu and Kashmir have got, for how long have they been given security, and how many retired governors are getting security till now, the Union Home Ministry has answered these questions in some unique way. Rajneesh Kapoor, a resident of Delhi, had sought the above information through 'RTI' in the Union Home Ministry. In the information given by the Ministry of Home Affairs, instead of answering the questions of Rajneesh Kapoor, it was told how the security is given to the former governor or any other person. What are its provisions?
Former Governor Satyapal Malik had told about the danger to his life
Recently, Satyapal Malik, who was the governor of four states including Jammu and Kashmir, threatened his life. Former governor Malik is said to be the target of shop shooters from Pakistan-based terror groups whose henchmen are present in the Kashmir Valley. Article 370 was abolished in Jammu and Kashmir during Malik's tenure. Since then he has been the target of terrorists. According to sources, when he was the Governor of Jammu and Kashmir, Military Intelligence had given input that he could be targeted by sharpshooters. After that, the Jammu and Kashmir Police Security Wing also talked about strengthening their security. The J&K administration had alerted the Union Home Ministry regarding Malik's security. Now he has stepped down from the post of Governor, so he does not have security cover of any category.
This information was asked in RTI
Rajneesh Kapoor had asked through RTI, how many governors are getting security after retirement in the country. What category of security do governors get after retirement? For what period the security cover is provided? How many retired governors of Jammu and Kashmir have been provided with security? Also, what category of security is being provided to the former governors? For what period security cover has been provided to the former governors of Jammu and Kashmir. The RTI reply by 'IS-1 Division/VIP Security Unit' of the Union Home Ministry states that Rajneesh Kapoor's application was received on March 16. It asked for answers to six questions.
Home Ministry gave this answer
The security provided to any person or former governor is based on the 'threat assessment' done by the security agency. The responsibility of providing this security rests with the state or union territory where the concerned person or former governor resides. The state government has its mechanism, through which it is ascertained what kind of danger a person is facing. The threat is assessed. On this basis, security is provided to a person. The security provided by the State Government or UT Administration to the concerned person/former Governor is also reviewed. The central government also provides security to a person or former governor on the same lines. A person is provided with Z plus, Z, Y plus, Y, and X category security cover based on the 'threat assessment' done by the central security agencies. The security cover provided by the Central and State Governments is reviewed from time to time.
The threat of an IED attack on Satyapal Malik!
Last year, in a private function in Bulandshahr, former Governor Satya Pal Malik said, "I am facing threat to my life from terrorist organizations of Pakistan." I informed about this the Union Home Ministry, but security was not provided. Not only this but IED (Improvised Explosive Device) experts were also sent to the Kashmir Valley by Pakistan keeping Malik on target. Satyapal Malik has praised PM Modi for his policy of zero tolerance for corruption. It is a different matter that he did not fail to express his displeasure towards the central government regarding the issues of the farmers. He called the Agniveer Yojana a fraud with the youth. Malik had publicly stated that he was in danger of life from Pakistan, but was not provided security by the Ministry of Home Affairs. Almost all the governors get accommodation in Delhi, but the central government did not allot them government houses. For this, he had written several letters to the concerned ministry.
Went in five kurtas, have returned with the same
Regarding corruption, the former governor had said that no investigation can be done against me. There can be no litigation. I went to Raj Bhavan with five kurtas and returned home with five kurtas. I am a fakir. After Malik was transferred from J&K as Governor, a revelation made by him regarding corruption created a stir. Malik had said that when he was the governor of Jammu and Kashmir, he was offered a bribe of Rs 300 crore instead of clearing two files. In this, he had pointed towards 'Ambani' and 'a leader associated with the RSS'. However, Malik did not approve those files. Later, orders were issued to get Malik's allegations investigated by the CBI. The Central Government had approved the CBI inquiry on the recommendation of the Jammu and Kashmir administration. Malik was questioned at the CBI headquarters earlier this year after he stepped down as governor. He pointed to a person associated with the RSS and a minister in the PDP-BJP coalition government. The investigation of the case by the CBI is still going on.
