Riyaz and Ghaus Mohammed went to Saudi Arabia in 2014 and 2019 and Nepal in 2017-18 for funding. In Saudi Arabia, he was in constant contact with Salman and Abu Ibrahim. Both of them were also associated with the Dawate-e-Islam organization.

With funding from Arab countries, the two first helped the poor and unemployed youth and took them into confidence. The purpose of both was to create a network of sleeper cells in Rajasthan.
