Rejecting the confusion being spread on passing the three new criminal laws, Union Home Minister Amit Shah has said that most discussions have taken place on these laws since independence. Rejecting the opposition's allegations of not having enough discussion in Parliament, he said that these were passed after 9.29 hours of discussion in the Lok Sabha and 6.17 hours in the Rajya Sabha. Before this, discussions were held with different stakeholders for four years.
The government is considering new laws.
The government is still ready to consider any new suggestion. Referring to the provision of speedy trial in the new laws, he said that after full implementation, punishment can be ensured even from the Supreme Court within three years under the new laws. According to Shah, the first case under the new law was registered at 12.10 pm at a police station in Gwalior for motorcycle theft. According to Amit Shah, out of the three laws, the Indian Judicial Code and the Indian Civil Security Code have come into force from midnight on June 30 and July 1.
At the same time, the work of preparing infrastructure and training human resources to ensure investigation under the Indian Evidence Act is going on in full swing. Under the new law, forensic investigation is mandatory in case of punishment of more than seven years. Similarly, there is also a provision for e-statement and e-appearance. As the infrastructure is built, police stations, districts, and states will be declared to be fully compliant with the new laws.
Laws will be implemented across the country in three years.
According to him, all three laws will be fully implemented across the country in the next three to four years. This will ensure punishment for the accused in more than 90 percent of the cases. Regarding Tamil Nadu Chief Minister Stalin's objection to the use of legal terminology in the Hindi language, Shah said that all three laws will be available in all 24 languages included in the Eighth Schedule of the Constitution. Despite this, if anyone has any suggestions, he is ready to consider it.
What will change with the new laws?
He said that for the first time, 140 crore Indians are getting a justice-based criminal judicial system instead of punishment. There should be no politics on this and no confusion should be spread. Terming the provision of 60 days police custody of the accused in the new law as wrong, he said that it only provides for 15 days police custody of the accused, as was there in the old law.
The police can demand remand of the accused for 15 days anytime within 60 days. To implement the new laws, 22.5 lakh policemen have been trained and more than 23 thousand master trainers have been prepared. Similarly, more than 21 thousand subordinate judiciary and 20 thousand public prosecutors have also been trained. More than 4,000 experts have also been trained in forensics.
