Road Transport and Highways Minister Nitin Gadkari on Tuesday said that the Hybrid Annuity Model (HAM) for completion of highway construction can be made flexible and market-driven.
What did Nitin Gadkari say about contractors
At present, under the HAM model, the government provides 40 percent of the project cost to the developer to start work, while the rest of the investment has to be made by the developer. Gadkari said at a program here that I believe that infrastructure should be developed by contractors only.
"Even if the contractor is ready to invest more than 60 percent of the project cost under the HAM model, why should the government always pay 40 percent? It is necessary to complete the construction of the highway and these proposals should be market-driven. - Nitin Gadkari"

Gadkari also said that the total toll collection in the country will increase by at least Rs 10,000 crore when electronic toll collection based on the Global Navigation Satellite System (GNSS) is implemented.
The total toll collection in India was projected to grow 35 percent year-on-year to reach Rs 64,809.86 crore in FY 2023-24. Gadkari also suggested that state transport buses should be exempted from paying tolls on highways.
