These days political parties are busy preparing for the Corona transition and the upcoming assembly elections in Bihar. These days political activities are intensifying on Veer Chand Patel Path of Patna. However, after the announcement of the lockdown in Patna on July 10, the Raunak here has disappeared. On this route, there are offices of major parties of the state like Bharatiya Janata Party (BJP), Rashtriya Janata Dal (RJD), Janata Dal-United (JD-U).
Between the Corona transition, it remains a challenge for these political parties to reach voters through virtual dialogue. For this, political parties have formulated a two-stage campaign strategy. In the first phase, they will have a virtual dialogue with the workers and in the second phase, the workers will reach out to the voters and keep the party's talk.
Right now most of the parties are in the first phase. The biggest issue is whether the elections are scheduled on time or not, after the leaders of the power organization have come to Corona positive and announced the lockdown in Bihar from July 16 to July 31. While the BJP and JDU are ready for elections on time, the RJD, Congress and other parties, including the NDA's ally LJP, are in favor of holding elections after some time.
As per schedule, a new assembly is to be formed in November after the elections. However, contrary to this demand, all parties are engaged in worker conference, election preparation, and seat-sharing talks. In January itself, Home Minister Amit Shah has announced to contest elections under the leadership of Nitish Kumar. In such a situation, the face of NDA has been fixed. Tejashwi Yadav, Leader of Opposition in Bihar Legislative Assembly, has been declared as the Chief Ministerial candidate on behalf of RJD, which Congress has also accepted.
Professor and Political Analyst of AN Sinha Institute of Social Science, Dr. DM Diwakar says that the three major political powers in Bihar are RJD, BJP and JDU. Out of these three, the two parties get together naturally their pan becomes heavy. In this situation, we can say that NDA has a psychological edge. The BJP-JDU will get the benefit of conducting the election at this time because they have given relief of food grains and money to the villagers and farmers during Corona, their sympathy is with them. However, it is difficult to say which migrant laborers who have not got employment so far will go.
Regarding the timing of the election, JDU National General Secretary RCP Singh says that when the meeting was called by the Election Commission, all the parties had agreed to hold the elections on time. Because of Corona, the Election Commission itself will take necessary security measures. We are ready to go to the polls on time.
The way Chief Minister Nitish Kumar has worked in Bihar in the last 15 years. We trust the public that she will win us. Singh is on the virtual rally and campaigning front. He has done virtual programs like “Backward Society, Mahadalit Cell”, Arrow Shakti Samvad for Women, Minority Cell, “Youth Ideas-Developed Bihar-Nitish Kumar” for youth.
His virtual rallies are also going on during lockdown in Patna. Singh says that we have 31 wings, out of which we have done virtual programs for eight wings. Our organization has 72 thousand booths and up to 8,600 panchayats. We have trained 400 master trainers in February itself. Regarding seat-sharing, he says that the election has not been announced yet, it will happen when the time comes, this is not a big issue.
As per JDU's schedule, the party will hold virtual conferences in each assembly from July 18. For this, the party has formed four teams under the leadership of National General Secretary (Organization) RCP Singh, State President Vashisht Narayan Singh, Energy Minister Vijendra Prasad Yadav, and JDU leader Rajiv Ranjan Singh alias Lalan Singh in Lok Sabha.
The four teams will hold virtual rallies in a total of 16 Vidhan Sabha per day. These rallies will be held daily from 10 am to 5:30 pm. This conference will be held for party workers and general voters. BJP is at the forefront of preparations for the assembly elections.
Bhupendra Singh, BJP's National General Secretary and Bihar in-charge, has held virtual regional meetings of party workers and booth wards with party leaders. The party has concluded regional dialogue of 41 districts of the organization by 9 July. The BJP has formed a team of bigwigs to strengthen its hold on every booth. It includes Booth President, Booth General Secretary, BLA, Women, one candidate of SC category, and one person each of the OBC category.
From June 11 to July 6, party workers have distributed letters of Prime Minister Narendra Modi and leaflets of one-year achievements of Modi Sarkar-II to the common people. The name and mobile number of the person whose house was given, has been written. In such a situation, the information of more than 40 lakh voters has come to the party. Two to three WhatsApp groups have also been formed in each division. From July 9, every booth president's house party leader was scheduled to install the nameplate, but it has moved forward due to the lockdown.
BJP State President Dr. Sanjay Jaiswal says that we have the basic number data of 6 lakh workers. Which we use in virtual rally. The audio bridge program ran in the state for 40 days. We have had virtual rallies in 60 assemblies. We will do these rallies in 243 Vidhan Sabha.
Regarding the timing of the election, he taunts the name of Tejashwi Yadav, saying that anyone who has never given the Class 10 examination will be scared of the exam (election). Will see when the time comes for the election. According to the situation, the Election Commission will decide which we are ready. Regarding seat-sharing, he says that our central leadership will decide in this regard.
At the same time, RJD state president Jagadanand Singh says that if there is a virtual election, it requires more money, it needs a smartphone, then it is also against the concept of an equal chance of the constitution. In such a situation, we want the election to be held after some time. When the candidate will not be able to reach every person, then the true meaning of the election will end. We want the election to take place after Corona's conditions have recovered.
Regarding Lalu Yadav not being in the election campaign, Jagadananda says that Lalu Yadav is a victim of a conspiracy. In his absence, Tejashwi, Rabri Devi, and the state workers themselves will campaign. RJD is also not behind in the preparations for the election. She is relying on her traditional propaganda campaign Kano-Kano.
That is, every worker should bring his voice to the ear of the voter. The party has formed committees at the panchayat level. Apart from the Panchayat President of the party, the spokesperson, women, youth, farmers, etc. have also been appointed as the chairman of the cell.
The Congress has prepared a three-tier plan. Under which the position of contesting the respectable seats with the RJD in the alliance. Plan B is the preparation of elections with small allies and the third option is to contest elections alone. However, state in-charge Shakti Singh Gohil has strengthened the chances of contesting elections with RJD by accepting Tejashwi Yadav as the face of CM.
Congress is working to coordinate with the party and its cadres. Jap chief Pappu Yadav even told Bhaskar to go to court to postpone elections. Apart from the main parties, the state-level parties try to contest the elections by joining the NDA, UPA coalition, or by forming coalitions of small parties among themselves. The Lok Janshakti Party, which is included in the NDA, wants to contest 94 seats.
The LJP has also publicly stated that it will contest the elections alone if it gets less seats. RLSP chief Upendra Kushwaha, with the first NDA and now the Grand Alliance, wants to contest 60 seats. Jitanram Manjhi, the head of the Ham being considered in the Grand Alliance, also wants a good number of seats. They are also demanding a seat-sharing by forming a coordination committee.
