Russian presidential aide Vladimir Medinsky said on Tuesday that the withdrawal of Russian troops from around Kyiv and Chernihiv was not a ceasefire, according to reports. Russia has described the talks in Turkey as positive. It has also asked the troops to reduce attacks on Kyiv and Chernihiv. One reason for this could be Ukraine's neutral status. Ukraine's President Zelensky said he would remain neutral, meaning Ukraine would not join military alliances but would be guaranteed security in return.
