The conflict between coalition parties
The second main reason is the inherent rivalry between the two major coalition partners – the Pakistan People's Party (PPP) and the Pakistan Muslim League-Nawaz (PML-N). PPP chairman Bilawal Bhutto Zardari has decided to stay out of the government, indicating that the PPP would not like to play a second role for the PML-N. This can be a major source of conflict, leading to an unstable government.

Apart from Shahbaz, his brother Nawaz Sharif had to resign from the post of Prime Minister following his disqualification by the Supreme Court of Pakistan in the Panama Papers case.
