Consent was received on Wednesday to bring a no-confidence motion against the Modi government in the Lok Sabha. This will be the 28th time in the history of the Indian Parliament that a government will face this motion. However, to date, no government has fallen due to a motion of no confidence.
Of the no-confidence motions that have come so far, a maximum of 15 motions were against Indira Gandhi. He defeated everyone. After this, a maximum number of motions came against Lal Bahadur Shastri and PV Narasimha Rao thrice each. Counting the latest resolution, there were two resolutions each against Morarji Desai and Narendra Modi government. Apart from these, this resolution was brought against Jawaharlal Nehru, Rajiv Gandhi, and Atal Bihari Vajpayee once each. The first proposal came after the defeat in the war with China
Consider how serious a motion of no confidence in the government used to be, that it was never brought against the first two governments. In August 1963, for the first time, JB Kriplani brought a no-confidence motion against the then Prime Minister Jawaharlal Nehru's government after a disastrous incident like the defeat in the 1962 war against China. On this, 40 MPs debated for a total of 21 hours in four days. The motion was defeated by 347 votes to 62. However, as Nehru himself said, the debate on the resolution was interesting and beneficial in many ways. I welcome this motion and the debate. I think it would be good to have such tests from time to time. After this, no-confidence motions were brought 15 times between 1964 and 1975.
Of these, three were against the Lal Bahadur Shastri government, which became prime minister after Nehru's death, and 15 were against the Indira Gandhi government. CPI (M) MP Jyotirmoy Basu brought no-confidence motions against Indira Gandhi 4 times between November 1973 and May 1975, which is a record.
The government fell three times in the trust vote
In 1999, the Atal Bihari Vajpayee government is included in the three trust votes in which governments have fallen. Apart from this, the VP Singh government in 1990 and the HD Deve Gowda government in 1997 also fell in the vote of confidence motion. On November 7, 1990, VP Singh presented a motion of confidence in Parliament. The government lost out on the motion due to the BJP's withdrawal of support for the Ram Mandir issue. That motion was defeated by 346 votes to 142. Similarly, in 1997, the HD Deve Gowda government lost the trust vote on 11 April. Deve Gowda's 10-month-old coalition government fell as 292 MPs voted against the government, while 158 MPs supported it. Whereas, after coming to power in 1998, Atal Bihari Vajpayee moved a motion of confidence, which was defeated by a single vote on April 17, 1999, due to the withdrawal of the All India Anna Dravida Munnetra Kazhagam (AIADMK).
