The Brihanmumbai Municipal Corporation (BMC) has effectively banned firecrackers in its range till 30 November. No firecrackers can be burnt by BMC in private or public places. Hotels and other commercial establishments are also banned from organizing fireworks shows. Apart from this, the BMC has used soundless firecrackers like 'Phuljhari' and 'firecrackers' only to be used between 8 am and 10 pm on Diwali night.
The National Green Tribunal (NGT) has ordered a ban on firecrackers in those cities. Where air quality is poor, firecrackers have been banned in many states including Delhi NCR. Also amid the growing season of festival season and Covid-19, the National Green Tribunal (NGT) will announce its order banning firecrackers on Monday.
Different states have different rules regarding the bursting and selling of firecrackers. A look at what various states have done before the NGT order:
Delhi
Both the bursting and selling of firecrackers have been banned in Delhi. Green firecrackers have also not been allowed to burst in Delhi. The situation of Covid-19 in Delhi is getting worse due to increasing air pollution. Due to this, the government has appealed to people not to burst firecrackers this time too. The Chief Minister said that Delhi is currently facing Covid-19 and rising air pollution and the AAP government is doing everything possible to deal with it. Appealing to people not to burst firecrackers on Diwali, he said that the situation of Covid-19 in Delhi is getting worse due to increasing air pollution. In such a situation, if we burst firecrackers this Diwali, we are playing with our children and families.
West Bengal
The Calcutta High Court on Thursday banned the use and sale of firecrackers on Diwali, Kali Puja, Jagadhatri Puja, and Chhath in the wake of the Covid-19 epidemic. A division bench of Justices Sanjeev Banerjee and Arijit Banerjee gave this direction while hearing two PILs. Kali Puja is on 15 November. The court directed that the ban would remain in force during Jagaddhatri Puja, Chhath and Kartik Puja as well.
Sikkim
At the same time, the Sikkim government has also banned the bursting of crackers across the state because of the increasing infection of the coronavirus. Ban on firecrackers in the state on Wednesday has completely banned bursting of firecrackers under the Disaster Management Act Section 22 (2) by Chief Secretary SC Gupta. The District Collector and Superintendent of Police have been ordered to implement this rule strictly.
Karnataka
Karnataka Chief Minister BS Yeddyurappa said on Friday that the state government would issue orders banning the use of firecrackers during Deepawali due to Corona. Yeddyurappa said, "We discussed it (the cracker ban), we are deciding to ban the use of firecrackers during Diwali. The government will soon issue an order to this effect."
Rajasthan
Chief Minister Ashok Gehlot on Monday tweeted that his government has decided to ban the sale and bursting of firecrackers to protect the health of Covid-19 patients as well as to protect the public from the toxic smoke emanating from firecrackers. A person who violates the order of the state government will be fined Rs 2000.
Maharashtra
Maharashtra on Friday issued guidelines to stop the spread of Covid-19 during Diwali, with the government urging citizens to avoid bursting firecrackers. However, in Mumbai, the state capital's civic body, the Brihanmumbai Municipal Corporation (BMC), announced on Thursday that it would ban firecrackers in public places in the city. Those who violate the order will be fined. However, on Diwali, noiseless firecrackers like phuljhadi and firecrackers have been allowed to explode from 8 pm to 10 pm.
Odisha
The Odisha government has banned the sale and use of firecrackers across the state from November 10 to 30.
Haryana
The Haryana government has allowed only two hours of firecrackers in the state between 8 am and 10 pm on Diwali.
Punjab
The Punjab government has told the NGT that the state does not require a ban on firecrackers and that firecrackers are allowed only during 8 am and 10 am on Diwali.
