Chief Minister Gehlot is presenting the budget of 2021-22 of Rajasthan. His budget speech so far is focused on agriculture, health, and education. Gehlot has announced to present the state's agricultural budget separately from next year. Apart from this, Gehlot has also announced the opening of a Girls College in his constituency in the name of the 4 MLAs (3 Congress and 1 BJP) who died. In this, Kiran Maheshwari Kanya College in Rajsamand, Gajendra Singh Kanya College in Bhinder, Master Bhanwarlal Kanya College in Sujangarh, Kailash Trivedi Kanya College in Gangapur will be opened.
Gehlot also took a dig at the opposition during the budget speech. He said- I have drunk water seven times. Vasundhara Raje did not drink water even once when she presented the budget. This is a big deal. I am not cursing you for drinking water. My heart is full of love for the pros and cons. It was a big deal for Raje to speak without drinking water. You remember or not keep it. I still remember Gehlot said - please explain to Delhi, do not run the country with hate, anger.
Highlights of budget speech.
The government will give free sanitary napkins to all women on the lines of girls. It will cost a total of 200 crores.
Rural bus service will start again with new vehicles. This bus service was discontinued under the BJP rule.
The PRCP scheme of East Rajasthan was made by the previous government. We are committed to bringing this project costing 37 thousand crores for drinking water. It is the largest project after the refinery. The PM has not yet declared the PRCP a national plan. 16 other projects of this type have been announced. With the state, it falls in the category of distinction. We will continue to work with our resources.
A new agricultural distribution company will be formed to farm electricity. Bills will be sent in two months instead of one. 50 thousand farmers will be given new connections.
The agricultural budget will be presented separately for the farmers from next year. In respect of loan waiver for farmers, loans will be waived under the One Time Settlement Scheme. 16 thousand crore rupees of interest-free loans will be disbursed to the farmers. 3 lakh farmers will be added to this scheme in 21-22. Agricultural farmers and cattle rearers will also be included in this.
Declaration of Indira Gandhi Urban Credit Card - Interest-free loan of up to five lakh rupees will be given.
Small businessmen will be given an interest subsidy of Rs 50 crore. Five lakh rupees will be provided per startup.
Students will be given many facilities including teaching materials. The textbook and school uniform will be given for free.
A state health bill will be brought. Next year, we will implement Universal Health Scheme for 3500 crores.
Each family of the state will get the benefit of medical insurance scheme of 5 lakhs.
Under this, a cashless treatment facility will be available. Nursing colleges will be opened in each of the districts of Rajasthan i.e. the remaining 25 districts. Because of public health, public health colleges will be opened at all divisional headquarters.
PHC increased from 15 to 61, 133 check-ups in district hospitals will be free. New hospitals will open in Mahatma Gandhi Hospital and Sikar. Hospital buildings will be constructed at Pali Hospital, Churu, Barmer.
A new diagnostic wing will be built in Jodhpur. A new wing will also be built at Gangauri Hospital in Jaipur. 30 new PHCs will be opened in the state including Barmer, Datramgarh, Sikar, Shivana-Barmer, Sapotra, Kataori Hindaun, Karauli.
Upazila hospitals of Shahpura, Jaipur, and Fatehpur will be improved. Rajasthan Ayush Research Center will be opened in Ajmer. Department for Arthritis and Pediatrics Department for Children will be opened in Medical College Jodhpur.
Beds at Pavata Hospital will be increased to 300.
Department of Pediatric Surgery, Department of Neurology, Oncology Department will be opened in SMS College. Heart, lame facilities will be expanded. Regional Cancer Center will be established in Jodhpur.
Unani and Ayurveda colleges will be opened in Jaipur, Bikaner, Bharatpur. A testing lab will be established.
Establishment of Medical Tourism Center on PPP mode. Announcement of creating Directorate of Food Safety to continuously run war campaign for the net to provide pure food items to the people.
Under the Jeevan Rakshak Yojana to save road accidents, a person who saves lives will be given Rs 5000 and a citation. Scheme to curb Overspeed and overload vehicles on state highways and main roads.
40 CHCs will be made the primary trauma center. Digital education in Covid-19 - Smart TV and set-top boxes will be provided in all government schools.
Residential schools will provide internet connectivity, free wifi.
1200 Mahatma Gandhi State Schools will be opened in villages with a population of 5000. Faculty of Agriculture will open in 600 schools. More than 3500 classrooms, labs, libraries will be built.
Furniture will be provided in 37400 Anganwadi centers, English schools. 50 government schools will open and 100 schools will be upgraded.
Shanti Ahimsa Cell will be converted into the Directorate of Peace and Non-Violence. Special qualified residential schools will open in all divisions. Two similar colleges will be opened in Jodhpur and Jaipur.
400-crore think tank center will be opened in Jodhpur. New colleges in the state - Pipar Jodhpur, Khandela Sikar, Kuchera Nagaur, Udaipurwati, Mania, Chikhali Dungarpur will open. Kanya colleges will be opened in many places. New polytechnic colleges will be opened.
Sanskrit college will be built in Bharatpur. Incubation centers will be built. Announcement of 200 crores for Rajiv Gandhi Center for setting up Artificial Intelligence, Laboratory, and other centers for youth in the state. Science and Space Club will be opened.
After giving four months of training to the eligible unemployed youth, various departments will be made Rajiv Gandhi Youth Volunteers. Common eligibility tests will be conducted. One time verification system will be made. More than 50 thousand posts will be admitted.
