As the Russia-Ukraine war continues, the challenges of Indian foreign policy are also increasing. America and its allies have started putting pressure on New Delhi regarding India's neutral policy and inclination towards Russia. America's allies are adopting a strategy to put pressure on the current BJP government of India. Especially the quad countries have started putting pressure on India. All this is happening at a time when the border dispute between India and China has reached its peak. However, after the visit of Chinese Foreign Minister Wang to India, there has been a flurry that China is keen to normalize relations with India. In such a situation, the big question arises that how will India deal with this challenge? Will India change its strategy under pressure from quad countries?
1- Prof Harsh V Pant says that of course America and its allies engaged in besieging Russia for the attack on Ukraine are adopting the strategy of putting pressure on India too. This is the reason that during the second virtual summit of Quad, Australia and Japan have put pressure on India against Russia with a strategy. In this meeting, Australian PM Scott Morrison has directly blamed Russian President Putin for the attack on Ukraine. Not only this, Marison has also proposed to Prime Minister Narendra Modi to lead democratic countries in this region by linking this development with the situation in the Indian Pacific Ocean. He said that this thing should be seen by connecting it with this link.
2- Prof Pant said that India has followed its independent and neutral diplomacy during the Russia-Ukraine war. This was the reason that India was not present in any voting in the United Nations Security Council. Not only this, he is also buying crude oil with Russia. This thing is probably not being digested by the quad countries. He said that there is a big reason for this. India gets a major part of its defense needs from Russia. About 60 percent of the weapons in the country are from Russia. India has self-reliance towards Russia in the military field.
3- He said that India is also named among the top three buyers of Russian weapons. Let us tell you that India, China, Algeria are the biggest buyers of Russian weapons. For this reason, India is keeping distance from this matter and is not openly opposing Russia. Russia helps India in arms as well as technology transfer. Because of this, India is able to make some things in its own country as well.
4- He said that on the contrary, if we look at America's arms buyers, Saudi Arabia, Australia and South Korea are at the forefront of this list. Prof Pant said that however, it is not that India does not buy arms from America. Apart from Russia, India also buys weapons from America, Israel and France. Let us tell you that recently in the defense sector, the Narendra Modi government has raised the slogan of 'Self-reliant India'. Because of this also India wants to reduce its dependence on Russia and other countries by diversifying the defense sector.
5- This is the reason why India has adopted the policy of neutrality in this Russia-Ukraine war. India is not openly taking anyone's side in this war. If India says anything in opposition to Russia or in support of Ukraine, then it will affect the relations between India and Russia. Now a big challenge before India is that how it helps the quad countries including America. This is a big challenge before Indian foreign policy. However, Prof Pant admitted that the US understands a lot about India's compulsions. That is why he has not put pressure on India directly. So far he has not taken any such stand that there will be a rift in the friendship between India and America. At present, India is not in a position to buy hostility from America.
6- Prof Pant said that there is another strategic factor as well. This cannot be ignored. He said that Russia is very important for the country in view of the border dispute between India and China. Putin could be useful to India to control Beijing given Russia-China friendliness. In such a situation, India will hardly avoid directly opposing Putin.
7- Apart from this, the most important thing is that India has said from the beginning that war or military confrontation cannot be the solution to any problem. He insisted that the two countries should leave the path of war and solve the problems through dialogue. India is against any kind of war. In this matter, Indian Prime Minister Narendra Modi also had a phone conversation with Russian President Putin and President Zelensky of Ukraine.
