The Supreme Court resumed hearing the stray dog issue on Thursday. The Supreme Court focused on petitions highlighting the dangers posed by stray animals and the alleged shortcomings of civic authorities in controlling them.
According to report, during the hearing, senior advocate C.U. Singh argued, "There is also a menace of rats and monkeys in Delhi. What happens if dogs are suddenly removed? The rat population increases. Dogs maintain the balance."

Responding to this argument, Justice Sandeep Mehta commented, "Is there a connection between the two? We should promote cats because they are the enemies of rats." The Supreme Court further commented that it had not directed the removal of every stray dog from the streets. They should be dealt with according to the rules.

The hearing on the stray dog issue before a bench of Justices Vikram Nath, Sandeep Mehta, and N.V. Anjaria was adjourned to Friday. Meanwhile, the bench clarified its earlier directions, emphasizing that it had not ordered the removal of every stray dog from the streets. The directions were only to remove them from institutional areas, as per the rules.

During the hearing on Wednesday, senior advocate Kapil Sibal had argued that catching all the dogs is not the solution. To this, the Supreme Court commented that prevention is always better than cure. Sibal argued that it is not possible to keep all the dogs in shelters. It is not economically viable either. It has to be done scientifically. The problem is that the laws are not being followed.
