Posted on 9th Dec 2020 by rohit kumar

The central government has announced a plan for corona vaccination. The Co-WIN app has been developed to tell when, who and where to get the vaccine. It will be used in vaccination. The government says that a vaccine will be applied to every Indian who needs to be planted, but whether or not everyone will get it, the government has no answer at this time.

Who will get the corona vaccine first?

Union Health Secretary Rajesh Bhushan has said that the Central Government formed the National Expert Group (NEGVAC) on Vaccine Administration for Covid-19 in August. It has only decided how the vaccination of Covid-19 will proceed, what will be the procurement process of the vaccine, how will the vaccine be selected, how will the delivery of the vaccine be and what will be the tracking mechanism? Based on the recommendations of NEGVAC, these three groups will be first vaccinated in the initial phase ...

One crore healthcare workers: all the employees working in this health will be involved.

20 million frontline workers: This will include central and state police, armed forces, home guards, civil defense and disaster management volunteers, municipal workers.

27 million over 50 years of age: People whose age is 50 years or more will get the vaccine first. Also, people below 50 years who fall in the high-risk category, ie those with diabetes, blood pressure, or other diseases, will be given the vaccine first.

When and who will vaccinate priority groups?

The government says that there are 2.39 lakh vaccinators (auxiliary nurse midwife-ANM) in the country. Of this, 1.54 lakh ANMs will be deployed in Covid-19 vaccination. This will not put much pressure on the rest of the ongoing vaccination and health services and it will be available to the people without any problems. When the Corona vaccination drive starts will depend on the availability of the vaccine. In the initial stage, the vaccine will be less, after that the number will increase. It may be that the process of applying the vaccine to the three priority groups can be started simultaneously. The Union Health Secretary says that the experience of elections and universal immunization programs will be used and the government will decide to increase people's participation in the process.

What system will be in place to monitor vaccination?

At the state level: a State Steering Committee (SSC) will be formed in every state, which will be chaired by the Chief Secretary. It will coordinate with the center. At the same time, there will be a State Task Force (STF) headed by the Principal Secretary of the Department of Health, who will make decisions on aspects like vaccine logistics and human resource management. State control rooms (STRs) will be created, which will be activated when the vaccination begins.

At the district level: the District Task Force (DTF) will work under the chairmanship of the district collectors. The Urban Task Force (UTF) will be headed by the Municipal Commissioner in corporations such as Delhi, Mumbai, Chennai, Pune. There will also be a District Control Room (DCR), which will operate continuously.

At Block Level: There will also be a Block Task Force (BTF) headed by Sub-Divisional Magistrate or Tehsildar or Block Development Officer-BDO, who will work on vaccination at the block level.

How to clear doubts about the vaccine?

Many doubts are being raised about the vaccine. The campaigning, rumor, and anti-vaccine lobby will also have their challenges. In such a situation, the government has also created a communication strategy. In this, people will be made aware that why vaccination is important? Also, the government will tell people everything about the vaccine. All vaccines have some side effects, which people will be informed about. So that people do not panic when no side effects are revealed. Similarly, Vaxinators will also be prepared for this in the training module.

How will mobile technology be used in this?

The central government has created a COVIN (Co-WIN) app for vaccine administration. Data collection of healthcare workers is going on in all states. This data will be uploaded to the Co-WIN app. He will then be verified. There will also be data of vaccine users on this app. Along with this, the data related to the availability, delivery, and administration of the vaccine as well as the monitoring of those who have been vaccinated will also be on it.

Is Government Infrastructure Ready for Corona Vaccine?

The government claims that with the help of the existing cold-chain, it can vaccinate the initial 30 million healthcare workers and frontline workers. Regular immunization programs will run simultaneously. The current cold chain system has more than 85,634 functional equipment at 28,947 cold chain points across the country. These include passive devices such as deep freezers, walk-in coolers, walk-in refrigerators, and ice-powered iceboxes. They are used in the Universal Immunization Process (UIP) of the Ministry of Health. At present 13 vaccines are installed in India. Of these, 11 vaccines are part of the national program, while 2 vaccines are applied only in some districts in some states. Health Secretary Rajesh Bhushan says that the arrangement has been made in such a way that it does not have any adverse effect on regular healthcare facilities. Needs like additional syringes, needles have been anticipated and its procurement process has been expedited. Training material is also ready. It includes digital training material. It is being Finalized

Which vaccine will be applied?

The government has no answer to this question, as 3 vaccine companies have currently sought emergency approval from the Drug Regulator (DCGI) for their vaccine. These include the American company Pfizer, Pune-based Serum Institute of India (SII), and Bharat Biotech. The New Drugs and Clinical Trials Rules 2019 stated that emergency approval can be given to a drug or vaccine under special circumstances even if there is no data related to the trials. Using this, the drug regulator can approve the vaccine.

What will be the process of self-registration on Co-WIN?

The government has created an app to administer Covid-19 vaccination, on which self-registration can be done ...

(i) The app can be downloaded for free. This will help in recording the vaccine data.

(ii) If anyone wants a vaccine, he can also register himself.

(iii) There are 5 modules on the Co-WIN platform - Administrator, Registration, Vaccination, Beneficiary Accounting, and Report.

(iv) Administrator module is for administrators conducting conduct vaccinations. Through this module, they can create sessions and related vaccinators and managers will be deployed.

(v) The registration module will be for those who want to register themselves for vaccination. Surveyors or local administration can also upload data.

(vi) Details and vaccination status of the beneficiary will be updated in the vaccination module.

(vii) Beneficiary acceptance module will send SMS to the beneficiary and also issue QR (Matrix Barcode) -based certificates after vaccination.

(viii) Reports will be generated in the report module, how many vaccine sessions were conducted? How many people were vaccinated? And how many people dropped out?
