Kerala: Assembly passes bill to remove Governor from the post of Chancellor of universities

The Kerala Assembly on Tuesday passed the Universities Laws (Amendment) Bill to remove the governor from the post of chancellor of universities in the state and appoint other eminent educationists. While the opposition alliance UDF boycotted the house for not accepting its suggestions regarding the bill. Speaker AN Shamseer said that the bill has been passed.

 

 

The bill was passed after an hour-long discussion, during which the Congress-led UDF said it was not opposed to the removal of the governor as chancellor, but he should be replaced by retired judges of the Supreme Court and former judges of the Kerala High Court. The opposition also said that there is no need to have separate vice chancellors for each university and the selection panel should consist of the Chief Minister, the Leader of the Opposition (LoP), and the Chief Justice of the Kerala High Court.

 

 

However, state law minister P Rajeev said a judge cannot be part of the selection panel and the speaker would be a better option. The minister also said that having a retired judge be appointed at the helm of universities cannot be the only option.

 

Whereas, because of the stand taken by the government, the opposition said that it was boycotting the proceedings of the House because it feared that the state government was trying to turn universities in Kerala into communist or Marxist centers by appointing vice-chancellors of their choice. The bill was introduced in the House amid an ongoing tussle between Governor Arif Mohammad Khan and the P Vijayan government over various issues, including the appointment of vice-chancellors of universities.
