He remarked that this manifesto (Sankalp Patra) has been drafted with the aspirations of every section of the state’s population in mind and will serve as a pathway to emerge from the prevailing atmosphere of despair. According to Amit Shah, this manifesto incorporates special schemes tailored for farmers, the youth, and women.

He noted that farmers grappling with challenges in the agricultural sector will find a new direction through these initiatives, while significant emphasis has also been placed on the empowerment of the youth and women. Furthermore, the restoration of Bengal’s cultural identity and pride features prominently in this document.

Major Announcements for Women and Government Employees

Additionally, making a significant announcement regarding government employees, Amit Shah stated that Dearness Allowance (DA) would be ensured for all government staff and salaried individuals. He pledged that, within 45 days, all Government of India schemes—including the 7th Pay Commission recommendations and Ayushman Bharat—would be implemented in the state. Furthermore, he announced that the Uniform Civil Code (UCC) would be implemented within six months. Making announcements specifically for women, he stated that their government would transfer ₹3,000 directly into the bank accounts of beneficiaries of the ‘Lakshmi Bhandar’ scheme between the 1st and 5th of every month.

Emphasis on 33% Reservation in Jobs, Free Bus Travel, and the ‘Lakhpati Didi’ Scheme

Prioritizing women’s empowerment, the manifesto promises to provide 33 percent reservation for women in all government jobs within the state, including the police force. Additionally, a target has been set to transform 7.5 million women into ‘Lakhpati Didis’ (women earning ₹100,000 or more). With a focus on safety and security, plans are in place to establish women-only police stations and women’s help desks in every administrative block (Mandal) to ensure that women receive better and swifter assistance. It was further stated that an environment would be fostered wherein questions regarding women’s safety would cease to arise, and they would no longer feel unsafe venturing out at any time of the day or night. Furthermore, there is a plan to provide financial assistance of ₹21,000 and six nutritional kits to pregnant women. Additionally, a pledge has been made to implement a free travel facility for all women on state-run buses. Under the PM Kisan Samman Nidhi scheme, we will contribute an additional ₹3,000 from the state government’s side, thereby providing farmers with an annual financial assistance of ₹9,000.

Target to Remove Illegal Encroachments Within 200 Days

A blueprint comprising comprehensive schemes has been presented to accelerate the state’s development. Under this framework, the goal is to fully electrify the Kolkata Metro system, thereby making the transportation network modern and more efficient. To expedite railway projects, a plan has been devised to make land available for 61 projects within one year, ensuring that these initiatives become pivotal pillars of development. Concurrently, a target has been set to clear illegal encroachments from government lands within 200 days. A scientific system—equipped with new, modern technology—will be established to conduct patrolling along rivers and canals.

Youth to Receive a Monthly Stipend of ₹3,000

Amit Shah announced that a pledge has been made to provide a monthly stipend of ₹3,000 to young individuals who have recently completed their graduation, offering them financial support during the initial stages of their careers. Furthermore, the plan includes a provision for a one-time financial assistance of ₹15,000 for candidates preparing for competitive examinations, aimed at aiding them with their studies and preparation.

Additionally, a proposal has been put forward to offer special relief to young individuals who have exceeded the prescribed age limit due to paper leaks and corruption within recruitment processes. Such candidates will be granted an age relaxation of up to five years, thereby providing them with a renewed opportunity to compete. Assurances have also been given to ensure adequate recruitment opportunities for those young individuals who have been unable to secure government jobs since 2015.
