After that new ship operators emerged, whose identity remains a secret. It is estimated that these vessels are being operated by some shell companies based in Dubai or Hong Kong. They have also engaged many ships in this work, whose age has been completed and which are no longer safe to operate.
CNN reports that Russia is adamant about proving Western sanctions ineffective, so the importance of the mysterious ships has increased. The main market for Russian oil has now shifted from Europe to India and China. There has been an increase in the movement of ships of unclear identity in those areas.
