भोपाल: मध्यप्रदेश के मुख्यमंत्री कमलनाथ ने 22 कांग्रेस विधायकों के इस्तीफा देने के तीन दिन बाद आज सुबह राज्यपाल लालजी टंडन के साथ फ्लोर टेस्ट पर चर्चा की, जिससे राज्य सरकार संकट में पड़ गई। इस्तीफे के बाद पूर्व केंद्रीय मंत्री ज्योतिरादित्य सिंधिया का कांग्रेस से भाजपा में हाई-प्रोफाइल क्रॉसओवर हुआ।

श्री नाथ और राज्यपाल लालजी टंडन के बीच बैठक, जो एक होली की छुट्टी के बाद कल रात भोपाल लौटे, बागी विधायकों के लिए विधानसभा अध्यक्ष नर्मदा प्रसाद प्रजापति के सामने पेश होने और अपना इस्तीफा देने की समय सीमा निकट आ गई।

राज्यपाल को एक तेज-तर्रार पत्र में मुख्यमंत्री ने भाजपा पर "घोड़ों के व्यापार" का आरोप लगाया। उन्होंने कहा, "मैं मध्य प्रदेश में भारतीय जनता पार्टी के अनैतिक, अनैतिक और गैरकानूनी कामों के लिए विवश हूं।"

 

पार्टी के वरिष्ठ नेता दिग्विजय सिंह के नेतृत्व में कांग्रेस विधायकों के गुड़गांव के एक होटल में पिछले हफ्ते देर रात हुए बचाव अभियान का संदर्भ देते हुए श्री ने पत्र में लिखा है, "लोकतंत्र का बहुत खतरा है।""भारतीय राष्ट्रीय कांग्रेस के एक जिम्मेदार नेता के रूप में, मैं आमंत्रित करता हूं और अध्यक्ष द्वारा तय तारीख पर 16 मार्च 2020 से पहले से ही अधिसूचित मध्य प्रदेश विधान सभा के आगामी सत्र में अपनी सरकार के एक फ्लोर टेस्ट का स्वागत करूंगा।

 

"हम मध्य प्रदेश के लोगों को विश्वास दिलाते हैं कि हम लोकतंत्र और विधायी प्रक्रिया को सुनिश्चित करने के लिए कोई कसर नहीं छोड़ेंगे, संविधान और उसके मूल्यों को बनाए रखने के लिए।"

श्री प्रजापति ने 22 में से 13 कांग्रेस विधायकों को नोटिस जारी किया था, जिनमें छह मंत्री शामिल थे, जिन्होंने मंगलवार को इस्तीफा दे दिया, उन्हें शुक्रवार और शनिवार को उनके सामने पेश होने के लिए कहा। एनडीटीवी से बात करते हुए, एनपी प्रजापति ने पहले कहा था कि विधायकों को अपना त्याग पत्र व्यक्तिगत रूप से प्रस्तुत करना होगा।

उन्होंने कहा, "कानून के अनुसार, इस्तीफा देने वालों को पहले स्पीकर के सामने व्यक्तिगत रूप से उपस्थित होना होगा, उसके बाद ही मैं मामले के गुण के अनुसार निर्णय लेने से पहले उपलब्ध साक्ष्यों / तथ्यों पर गौर करूंगा।"श्री सिंधिया - एक बार गाँधी के करीबी - पार्टी से जुड़ने के लगभग दो दशक बाद मंगलवार को कांग्रेस से इस्तीफा दे दिया। वह अगले दिन भाजपा में शामिल हो गए।

उनके बाहर निकलने के बाद, 19 विधायकों - उनके वफादारों - को भाजपा शासित कर्नाटक में बेंगलुरु में ले जाया गया। उनमें से कई ने कथित तौर पर भाजपा में शामिल होने के लिए अनिच्छा व्यक्त की है।

चूंकि सत्तारूढ़ कांग्रेस बेंगलुरु में विधायकों तक पहुंचने के लिए बेताब प्रयास करती है, इसलिए इसने स्पीकर के समक्ष याचिका दायर कर अपनी अयोग्यता की मांग की है। आज अपने पत्र में, मुख्यमंत्री ने राज्यपाल लालजी टंडन से "बेंगलुरु में कैद में रखे गए विधायकों की रिहाई सुनिश्चित करने" का भी आग्रह किया।

मध्य प्रदेश में कांग्रेस के 120 विधायक हैं, जो 230 सदस्यीय विधानसभा में 116 के बहुमत के निशान से चार अधिक है। यदि 22 विधायकों के इस्तीफे स्वीकार किए जाते हैं, तो बहुमत का निशान 104 तक गिर जाएगा। इससे भाजपा के लिए - 107 विधायकों के साथ - सत्ता में दावा करने में आसानी होगी।

दोनों दलों ने अपने झुंड की रखवाली के लिए प्रयास तेज कर दिए हैं। जबकि कांग्रेस ने 94 विधायकों को जयपुर में स्थानांतरित किया है, भाजपा ने 102 विधायकों को गुड़गांव के पांच सितारा होटल में स्थानांतरित किया है।इस बीच, श्री सिंधिया, जो बुधवार को पार्टी में शामिल होने के तुरंत बाद मध्य प्रदेश में राज्यसभा सीटों में से एक के लिए भाजपा द्वारा नामित किए गए थे, आज अपना नामांकन दाखिल करेंगे।
