Is Nepal going to turn again? Questions are also being raised on India

In Kamalpokhari in Nepal's capital, Kathmandu, hundreds of people from the mass movement gathered on Monday afternoon. Here people planted tilak of the soil of Kamalpokhari pond and started marching towards Baluwatar, the residence of Prime Minister KP Sharma Oli.

 

All the protesters were opposing Prime Minister Oli's decision to dissolve Parliament on 20 December. The police tried to stop them in the middle, but the protesters were moving forward raising slogans. Police used force and many people were injured.

 

Former editor of the Kantipur newspaper, Narayan Wagle, who was leading this movement, was also hit by the police with sticks. But Wagle addressed the protesters right there and said that Oli had blown the Constitution.

 

Narayan Wagle said, "We were running a peaceful movement. The police were also informed about this movement. We are unarmed. But the police repressed. Now the third mass movement has started. ”KP Oli Murdabad slogans were also raised in this movement.

 

Yug Pathak, who was involved in this movement, said that the ruling party and the opposition have become irrelevant here. He said that now there is hope left from the civil movement.

 

Yug Pathak said that when the government is arbitrary, there is hope from the constitutional institutions, but they are also silent. The matter is in the Supreme Court, but in the Supreme Court, the hearing is going on at the speed of the turtle. The Supreme Court has to decide whether the dissolution of Parliament is constitutional or not, but nothing has been done so far.

 

The Nepal Communist Party is torn apart. Former Prime Minister Pushp Kamal Dahal is claiming that he is commanded by the Nepal Communist Party and current Prime Minister KP Sharma Oli is saying that he is the President of the party. Now the Election Commission has to decide whose party it is. Oli's or wanton's. Who will get the party scar sun? But the Election Commission is also in a state of indecision.

 

Public expectations

 

Political analysts in Nepal say that there is not much hope from the Supreme Court and the Election Commission. The Foreign Minister of Nepal and PM Oli faction's spokesman asked Pradeep Gowali that right now the Supreme Court and Election Commission should have played a decisive role but there is silence here too. Who should the people of Nepal expect now?

 

Pradeep Gyawali says, "Hearing is going on in the Supreme Court and it is expected that some decision will come before the elections in April." The Election Commission will also give a decision before the election. I think the election path will be paved. ''

 

If elections are held, Nepal will be re-elected within two years. The Oli government has announced elections on 30 April and 10 May after dissolving the parliament on 20 December.

 

Prime Minister KP Sharma Oli's party CPN-UML i.e. Communist Party of Nepal-United Marxist Leninist and Prachanda's Communist Party (Maoist) contested in November 2017 general election.

 

Oli became PM in February 2018 and a few months after coming to power, Prachanda and Oli's party merged. After the merger, Nepal became the Communist Party. He had a two-thirds majority in Parliament. But this unity between Oli and Prachanda did not last long.

 

When the party was merged, it was said that Oli would be the Prime Minister for two and a half years and would be two and a half years old. But after two and a half years, Oli refused to leave the chair. After this, the game of Prachanda vs Oli started and dissolved till Parliament. Last Sunday, the Prachanda faction announced the removal of Oli from the Nepal Communist Party.

 

Party partying

 

Will the Oli faction also expel Prachanda from the party in response? In response to this question, Pradeep Gwali says, "There is no need." The first president of the party is Prime Minister Oli and the decision he makes will be the last. The Election Commission has also said that after the dissolution of Parliament, any decision taken within the party will not be valid. We do not have to remove Comrade Prachanda. The party is with us and there is no faction in it.

 

When it was a matter of being Prime Minister for two-and-a-half years, why didn't Oli leave the chair? In response to this question, Pradeep Gwali says, "It is right that there was talk of being Prime Minister for two and a half years. But it was also agreed within the party that a formal proposal would be brought within the parliamentary committee before making any decision. But this was not done. There was talk of bringing a no-confidence motion in Parliament, whereas such a proposal has to be brought in the parliamentary committee first. In such a situation, if they also have more strength, then it does not matter.

 

Is the adolescent democracy of Nepal not being damaged by the conflict between Prachanda and Oli? Pradeep Gwali says, "I completely agree with you. Right now the democracy of Nepal needs to be saved. There is a need to mature, but such differences in the ruling party will not happen. Unity is very important. People have great hope from the democracy here and we have to live up to this expectation. ''

 

Oli's decision to dissolve the parliament is being opposed in Nepal. All opposition parties are openly protesting. Former Prime Minister and President of Janata Samaj Party Baburam Bhattarai says that Oli has made a completely unconstitutional and fascist decision.

 

Nepal on the path of movement again?

Pradeep Gwali says that all parties are opposing because they have to protest. However, Nepal's political analyst Hari Sharma says that Nepal is turning again and will set everything back once again through agitation.

 

He says, "On the day Oli released a new map about script and Kalapani, it seemed that this man is going to do some deal with Modi government and this is what happened." Now they are standing with the Modi government. The way Modi is running popular democracy instead of constitutional democracy in India, in the same way, Oli was also moving towards constitutional democracy towards popularism. When Prachanda stopped, he dismissed the constitutional democracy.

 

Hari Sharma says that Oli has now become irrelevant in Nepal's politics and future, he too will understand this. Says Hari Sharma, "Oli may have included Lipulekh and Kalapani on the map in the name of sovereignty, but sovereignty comes not only from the ground but from the minds of the people." This was the step for the deal with India and now it is visible.

 

Ganesh Prasad Mainali, who was the leader of the All Nepal National Independent Students Union (ANNISU), says that Oli has worked against the Constitution and democracy by dissolving Parliament. Says Manali, "There is a need to work on poverty and inflation in Nepal right now, but these people are fighting among themselves." This is not only a disappointment in the communist mass base, but the common people are also angry. This is a very sad chapter of Nepal's strong leftist unity and democracy. ''

 

Hari Roka, professor of political science at Tribhuvan University, says that the current constitution of Nepal has failed. According to Hari Roka, "This Constitution will not do democracy." A new constitution is needed to stop the way Oli decided. The current Parliament was excellent in terms of inclusiveness. There was a strong participation of Muslims, Dalits, and women in it, but Oli did not let it go. ''

 

Questions arising on India

 

Says Hari Roka, "Oli was also under pressure from the ruling party of India and its elite. There was also pressure from the US. Oli bowed down in front of him. However, bowing to Oli did not give him any benefit. Politics is over now. "

 

"Oli did not understand Prachanda properly. His assessment proved to be wrong. Now Nepal is moving towards the new movement. Now new leadership will be born. Prachanda, Baburam Bhattarai, and Madhav Kumar Nepal's lead time is over It is done. Now a new leadership will emerge and it will bring Nepal on the path of strong democracy. Now this constitution is not going to work. "

 

How will India benefit from the dissolution of parliament in Nepal? Hari Roka says that he is not talking about India, but is talking about the strength of India, which speaks of the Hindu nation. Roka says, "The Bharatiya Janata Party is not able to make it's country a Hindu nation, but wants to do so in Nepal and Oli has fallen victim to it."

 

However, Baburam Bhattarai does not agree that the constitution has failed. He told Bibisi that Oli has violated the Constitution and it is the responsibility of the Supreme Court to decide the accountability.

 

Whenever there is any political instability in Nepal, the name of India comes. This time too many political analysts from Nepal are pointing fingers at India. Does India have any role?

 

Lokraj Baral, who was Nepal's ambassador to India in 1996-97, says, "Foreign intervention in Nepal does not come by itself. We call it Invited Intervention. That is, invited intervention. This is not the case today. This has been happening since the days of Nehru. Every time the political parties here resort to India or China to save their power and say that external interference is happening.

 

When PM Oli released a new map of Nepal incorporating Lipulekh and Kalapani, he was highlighted in the Indian media as anti-India. But after the dissolution of Parliament, it is being said in Nepal that Oli has got the instigation of India, so he is adamant. However, Pradeep Gwali calls these things nonsense.

 

Pradeep Gwali visits India

 

Pradeep Gwali came on a three-day tour of India last week. He met Foreign Minister S Jaishankar. Pradeep asked Gwali, how was his visit to India? Gewali said, "It was very good. All the issues were discussed. There was also talk on border disputes. Earlier India was not ready to talk about it, but now it is talking. Now he is assuming that there is a boundary dispute. However, there are still differences between the two sides.

 

Pradeep Gwali says that this time India's stand has been positive. In Nepal's political circles, people keep attacking India's current foreign minister S. Jaishankar. When Nepal made its new constitution in 2015, India pressured Madhesis to not implement this constitution.

 

S Jaishankar was the foreign secretary then and he brought the side of India. People here say that Jaishankar had asked to stop this constitution with great anger. But then all the parties of Nepal were united and kept the same constitution keeping aside India's objection. After that, there was an undeclared blockade from India and the common people of Nepal had to do a lot of hardships. Since then, an anti-India sentiment has also increased in Nepal.

 

Lokraj Baral says that the way of S. Jaishankar was not right then. He should have put his side, but with a soft attitude. Baral says that Nepal was making the constitution for the first time and India should have welcomed it because the shortcomings in the constitution could be removed with time.

 

In the last year, Nepalese Prime Minister Oli made many sharp statements about India and the mainstream media in India presented the image that Oli is a prolific Chinese. A delegation of the Communist Party of China also came to Nepal when Oli dissolved the parliament. It was said of this delegation that he wanted to stop the split of Prachanda v. Oli in the Nepal Communist Party. This delegation also met both the factions, but Oli was told that he did not agree.
