For the second time in two days, China has saved a Pakistani terrorist from being declared a Global Terrorist by the United Nations Security Council (UNSC). China first used veto power to save Lashkar terrorist Shahid Mehmood from being blacklisted on 18 October. After this, on October 19, Hafiz Talha Saeed, son of Mumbai 26/11 terror attack mastermind Hafiz Saeed, was saved from being declared a global terrorist.
If seen, Talha is the fifth terrorist of Pakistan whom China has saved from being blacklisted in UNSC this year. China has imposed this hurdle at a time when UN Secretary-General Antonio Guterres is in India. During this, he paid tribute to the victims of the 26/11 attack in Mumbai. This attack in Mumbai was done by Lashkar-e-Taiba terrorists. India and the US had brought this resolution under the 1267 Al Qaeda Sanctions Committee to declare Shahid Mahmood and Hafiz Talha Saeed as global terrorists.
Know about Lashkar terrorist Shahid Mehmood
Shahid Mehmood is one of the oldest Lashkar-e-Taiba terrorists. It is associated with Lashkar since 2007. In 2013, the US government's Treasury Department named Mehmood as a member of Lashkar's publication wing.
Mahmud's main objective is to attack India and America
The US Treasury Department said in 2016 that Mahmood had claimed that his biggest motive was to attack India and America. Shahid Mehmood is close to Sajid Mir, one of the masterminds of the 26/11 Mumbai terror attack. China also saved Mir from being blacklisted in the UNSC last month i.e. in September.
Mehmood has previously been a part of Lashkar-e-Taiba's foreign operations team led by Sajid Mir. In August 2013, Mahmood was instructed to build links with Islamic organizations in Bangladesh and Myanmar.
Raises money for Lashkar
Mahmood also works to raise funds for Lashkar. Mehmood has also worked for the Lashkar-e-Taiba's wing Falah-e-Insaniyat Foundation (FIF).
This organization of Lashkar works to raise funds for terrorism in the name of the work of humanity. Mahmood served as the Vice Chairman of the FIF from June 2015 to June 2016. Mahmood was the head of the FIF in Karachi till 2014.
Youth makes terrorists by brainwashing Rohingyas
In 2016, the US Treasury Department had told that Shahid Mahmood had also gone to Bangladesh. During this time in Bangladesh, he went to the camp of Rohingyas and also gave money to the youth there to be admitted to Lashkar-e-Taiba.
The governments of India and Bangladesh have spoken in several forums about the risk of Rohingyas falling into terrorist hands. It said that some of the migrants who have been persecuted in Myanmar may join terrorist groups based in Pakistan and Afghanistan.
Mehmood has also worked with Lashkar terrorist Mohammad Sarwar. The two had traveled to Gaza, Myanmar, Bangladesh, Syria, and Turkey in 2010 to raise funds for LeT and FIF. It is believed that during this time many youths were also recruited in Lashkar.
The US has declared Shahid Mehmood a global terrorist
In 2016, during the Obama administration, the US Treasury Department declared Mohammad Sarwar, along with Shahid Mehmood, a global terrorist. Mehmood, Sajid Mir, Makki, and Sarwar have worked together to carry out many terrorist incidents.
In 2020, the Indian government declared Dawood Ibrahim of 18 key commanders of terrorist groups like Lashkar, Hizbul, Jaish, and Indian Mujahideen as a terrorist under UAPA. Shahid Mehmood was also named on this list.
Now know about Hafiz Saeed's son Talha Saeed
Hafiz Talha Saeed, 46, was declared a terrorist by the Indian government in April. The Ministry of Home Affairs of India had said in a notification that Hafiz Talha Saeed has been playing an important role in planning and carrying out attacks to carry out attacks on Indian people in India and Afghanistan. Also, Lashkar-e-Taiba has the responsibility of recruiting youth. Talha visits Lashkar camps in different cities in Pakistan to spread jihad against Indian interests in India, Israel, America, and other western countries. 1267 Terrorists are blacklisted through Al Qaeda Sanction Committee
The 1267 Al Qaeda Sanctions Committee is an important part of the United Nations Security Council (UNSC). Under this, international sanctions are imposed on terrorists. This committee was formed in the year 1999. It was further strengthened after the terrorist attacks in the US in September 2001. It is now known as the Islamic State Group and the Al Qaeda Sanction Committee.
China is using veto power to protect terrorists
The United Nations Security Council (UNSC) is one of the six principal organs of the United Nations. It is the most powerful organization of the UN. It is responsible for ensuring international peace and security and approving any changes to the United Nations Charter.
In some cases, the UNSC may resort to the imposition of sanctions or the use of force to maintain or restore international peace and security. The presidency of the United Nations Security Council changes every month and is in alphabetical order in English.
It has five permanent members. These include America, Russia, Britain, France, and China. Along with this 10 temporary members are also selected every two years. However, only 5 permanent members of the UNSC have got veto power.
It is very important. If out of 5 permanent members, 4 members want to pass a resolution but one member does not want one, then they can veto. If this happens, the resolution will not be passed in the UNSC.
That is, America, Russia, Britain, and France bring a proposal to declare a terrorist as a global terrorist, but if China opposes it, then that terrorist will not be able to be declared a global terrorist.
