During an interview, Burns told that last year he had a meeting with the head of Russia's intelligence agency, Sergei Narashkin, in Turkey. Burns said that the conversation was very disappointing. During this conversation, Burns tried to send a message to Sergei Naryshkin, and through him to Russian President Vladimir Putin, that if he used nuclear weapons, there would be dire consequences. The CIA chief said that Naryshkin and the Russian President also understand its seriousness. Burns said that in his conversation with Naryshkin, he realized that Putin is still very arrogant and thinks he can control everything. Significantly, there was a Strategic Arms Reduction Treaty between the US and Russia, under which both countries used to inspect each other's stockpiles of nuclear weapons, but now Russia has worried the whole world by announcing its withdrawal from the treaty.
