Delhi Blast: LG issues strict instructions on sale of ammonium nitrate, increased surveillance on doctors and second-hand vehicles

Delhi Blast 2025 Lieutenant Governor (LG) VK Saxena directed the Police Commissioner and Chief Secretary to take several precautionary and preventive measures in response to the recent terrorist blast near the Red Fort in the capital Delhi.

The LG Secretariat has issued separate written instructions to the CP and CS. Let us explain what these instructions are.

Maintain a digital record of entities buying and selling ammonium nitrate above a certain limit, including photographs of buyers and sellers, among other relevant details.

Conduct a consultation exercise with the heads of social media platforms like Meta, Twitter, etc., to scientifically track radical content aimed at brainwashing citizens.

Human and technical intelligence should be strengthened, focusing on areas vulnerable to radicalization. Community outreach and citizen participation should also be increased for more robust preventive policing.

Create a central data repository containing records of doctors and paramedical staff employed by hospitals, especially private hospitals, along with details of their medical degrees. In cases where medical professionals have obtained degrees abroad, this information should also be shared with the police department for secondary background checks.

Conduct a consultation exercise with all digital platforms and financiers involved in the sale and purchase of vehicles, especially second-hand vehicles. Clear instructions should be issued that vehicles whose actual owner is different from the registered owner will not be allowed to ply under any circumstances. This problem is particularly acute in the case of auto rickshaws, where the permit holder is different from the actual owner.
