New Delhi The nationwide lockdown withdrawal due to Corona virus infection has begun. After four phases, the guidelines for unlocking lockdown in the country have come into effect from today. On Saturday, the Union Home Ministry gave the key to the states to carry forward the activities in the guideline issued for Unlock-1 till 30 June. States have also taken steps in this direction by issuing Standard Operating Procedure (SOP) for the next 30 days according to local conditions.

Several states, including Karnataka, Rajasthan, Uttar Pradesh and Telangana, have removed restrictions on travel to other states as per the Home Ministry guidelines. The states of Maharashtra, Tamil Nadu and Northeast have decided to continue the ban on interstate movement. In the exempted states, nearby people will be able to travel anywhere. The center has moved towards unlock to speed up the wheel due to the corona.

Approval for business and other activities in the rest of the country other than the Containment Zone

According to the guidelines issued by the Ministry of Home Affairs, now most of the lockdown restrictions have been confined only in the containment zone of the corona infection. In addition to the necessary activities in the Containment Zone, movement of people will be restricted. Additional vigilance will also be taken in some areas around the Containment Zone ie buffer zone. Apart from this, almost all business and other activities have been approved throughout the country. Domestic air services that started last week and rail services starting from June 1 will also be expanded in a gradual manner. Hoping for a boom in economic activity, the business world will get more relief from June 8.

Malls, hotel-restaurants and shrines to be opened from June 8

The Center has also given permission to open malls, hotels-restaurants and shrines from June 8 in the first phase. In the second phase, it will be decided to open schools, colleges and other educational institutions. A decision in this regard will be taken in July after consultation with the states and parents. The final decision will be taken in the third phase i.e. on the gym, bar, cinema hall, metro. There is still no decision on starting international flights. In the guidelines, the Ministry of Home Affairs has made it clear that states will not be allowed to relax the restrictions. However all states may impose some additional restrictions outside the containment zone as per their local situation.

States are cautious according to local conditions

According to the guidelines of the Center, the states have moved cautiously according to the local conditions. The Uttar Pradesh government has lifted the ban on inter-state transport, but keeping in view the increasing cases in Delhi, the Noida and Ghaziabad district authorities have been empowered to take a decision on opening the border. Odisha has also said to start the process towards starting the interstate bus. A letter has been sent to the respective states for this.

Delhi is also in favor of interstate movement. Maharashtra, the state with the highest number of infections, has asked for permission to go by train or plane only with the special permission of migrant laborers. Tamil Nadu has mandated a pass to move from one zone to another or to another state. Bengal, Gujarat and many other states have not taken any decision yet. At present, the possibility of a situation like the failure in the introduction of domestic air services has also deepened due to the different attitude of the states.

Three states on railway service

Jharkhand, Andhra Pradesh and Maharashtra have been caught in the way of running 100 pairs of passenger trains starting from Monday. These states have questioned the operation and stoppage of trains. Jharkhand has demanded cancellation of four trains coming to its destination and reducing stoppages of 20. Andhra Pradesh has said to allow only 22 trains with fewer stops. Andhra has 71 stoppages planned, while the state wants only 18 stoppages. Maharashtra has said to extend the lockdown till June 30 and to prohibit rail and air services. The Railway Ministry is consulting to deal with this situation.

 Life will progress like this

- Permission to open all offices outside the Containment Zone

- There will be no restriction on the movement of anyone.

- From next week onwards, Raunak will also return in malls, hotels and restaurants

- Permission to visit temples and other shrines also from June 8

- Exempt public transport in many states with certain conditions

- Two people on the bike and three people with the driver in the car will be able to walk

Rail also back on track

- From June first, 100 pairs of railway passenger trains are also being started.

- 15 pairs of special trains running on the route of Rajdhani will also continue to operate

Workers' special trains will also be operated according to the need of the states.

- Slow steps will be taken to run suburban trains and other passenger trains
